11-07-80SpMtg NOVEMBER 7, 1980 A Special Meeting of the City Council of the City of Delray Beach, Florida, was held in the Council Chambers at 11:00 A.M., Friday, November 7, 1980, with Mayor Leon M. Weekes, presiding and City Manager J. Eldon Mariott, City Attorney Roger Saberson, and Council members Malcolm T. Bird, Charlotte G. Durante, James H. Scheifley, and Willard V. Young, present. Mayor Weekes called the meeting to order and announced that this meeting has been called for the purpose of canvassing the returns and declaring the results of the November 4, 1980, Delray Beach Downtown Development Authority Act Referendum Election. The City Attorney reported that each Council member has received copies of the certification of Jackie Winchester, Palm Beach County Supervisor of Elections, and the certification of the City Clerk with the certifications of a majority of the Inspectors and the Clerk of the election for each precinct attached. The City Clerk reported the results of the Referendum Election held on Tuesday, November 4, 1980 as follows: Precinct 175 Precinct 189 For Approval 19 4 Against Approval 3 18 The City Attorney reported on the absentee ballots. The certification from Jackie Winchester's office indicates that even though the computer printout indicated 2~-votes for approval and 12 against approval, they found out yesterday that there were a number of absentee ballots given out to people who were not eligible. As there is no way that the valid absentee votes can be separated from the invalid absentee votes, all of the absentee votes ~re invalid. Mr. Bird moved to void the absentee ballots in regard to the election of November 4, 1980, and to accept as the results of the elec- tion that which is indicated on the certification of the City Clerk, seconded by Mr. Young. Said motion passed unanimously. Mr. Bird moved to declare that the amendments to the Down- town Development Authority Act did not pass, seconded by Mr. Young. Said motion passed unanimously.
