A Special M~eting of the City Council of the City of Delray
Beach, Florida, was held in the Council Chambers at 7:05 P.M., Monday,
January 15, 1979, with Mayor Leon M. Weekes presiding, City Manager
J. Eldon Mariott, Assistant City Attorney Clifford O. Shandy and Council
Members Robert D. Chapin, Charlotte G. Durante, John E. Gomery, Jr.,
and James H. Scheifley present.
Mayor Weekes called the meeting to order and announced that
same had been called for the purpose of (1) Considering approval of
the lease agreement between the City and Mrs. Stielow for the club-
house at the Country Club and snack bar to the rear of the 10th tee;
and (2) Considering adoption of resolutions authorizing the purchase
of the equipment for the golf course approved by City Council at the
meeting of January 8, 1979, reflected in the attachments which were
presented at this meeting.
1. The City Manager advised that the lease agreement between the
City and Mrs. Stielow has been worked out over a period covering several
meetings. The City Attorney's Office has committed to writing what has
been formally agreed to by the City Attorney's Office, the Administra-
tion and Mrs. Stielow for an interim period beginning February 1, 1979,
through April 30, 1979. An attemPt has been made to continue with
approximately the same type service as is now being provided by the
restaurant and bar, until such time as the City can draw up specifica-
tions and take bids for the leasing of that facility. The City Mana-
ger further advised that the Finance Department and the City's account-
ing firm have reviewed the financial information regarding the past
year's performance of the club and it was thought that the City would
attempt to collect about the same amount of money as the Harrises had
been collecting for this particular operation - 6% of gross as has
been their custom there. The City Manager stated that the City audi-
tors suggested that the City would be better served during this short
interim period to arrive at a flat dollar amount in lieu of attempting ~
to do it on a percentage basis - it would be much easier to administer
so the proposal is based on a lump sum payment of $3600 and a schedule
of payments as shown on the first page of the agreement.
Mr. Chapin moved that Council ratify and approve the lease
agreement dated January 10, 1979, between the City of Delray Beach and
Maud i St i e low as guaranteed by her husband, Horst, seconded by Mr.~
Scheifley. Said motion passed unanimously.
2. The City Manager stated it is recommended that the following
three resolutions be passed which will ratify the authorization given
by Council for the purchase of equipment for the Delray Beach Country
Club.

Mrs. Durante moved for the passage of Resolution No. 4-79,
seconded by Mr. Gomery. Upon roll call Council voted as follows:
Mr. Chapin - Yes; Mrs. Durante - Yes; Mr. Gomery - Yes; Mr. Scheifley -
Yes; Mayor Weekes - Yes. The motion passed with a 5 to 0 vote.
The City Manager presented Resolution No. 5-79:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DELRAY BEACH, FLORIDA, AUTHORIZING A CITY CONTRACT
FOR THE PURCHASE OF EQUIPMENT AND SUPPLIES FOR OPERA-
TION OF THE DRIVING RANGE AT THE DELRAY BEACH COUNTRY
CLUB.

tion Book).
Mr. Gomery moved for the passage of Resolution No. 5-79,
seconded by Mr. Scheifley. Upon roll call Council voted as follows:
Mr. Chapin- Yes; Mrs. Durante -Yes; Mr. Gomery- Yes; Mr. Scheifley-
Yes; Mayor Weekes - Yes. The motion passed with a 5 to 0 vote.
The City Manager presented Resolution No. 6-79:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DELRAY BEACH, FLORIDA, AUTHORIZING A CITY CONTRACT
FOR THE PURCHASE OF A TRACTOR FOR THE DELRAY BEACH
COUNTRY CLUB.

Resolution Book).
Mr. Scheifley moved for the passage of Resolution No. 6-79,
seconded by Mrs. Durante. Upon roll call Council voted as follows:
Mr. Chapin- Yes; Mrs. Durante -Yes; Mr. Gomery -Yes; Mr. Scheifley -
Yes; Mayor Weekes - Yes. The motion passed with a 5 to 0 vote.
Mayor Weekes declared the meeting adjourned at 7:15 P.M.
