A Special Meeting of the City Council of the City of Delray
Beach, Florida, was held in the Council Chambers at 7:00 P.M., Mon-
day, July 2, 1979, with Mayor Leon M. Weekes presiding, City Manager
J. Eldon Mariott, City Attorney Roger Saberson and Council Members
Malcolm T. Bird, Charlotte G. Durante, James H. Scheifley and Wil-
lard V. Young present.
Mayor Weekes called the meeting to order and announced that
same had been called for the purpose of considering limiting the
number of non-resident Country Club memberships.
1. The City Manager advised that at a recent Workshop meeting
Council informally decided to b~ing to tonight's agenda the con-
sideration on the question of whether to limit the number of non-
resident memberships at the Delray Beach Country Club.
Mrs. Durante moved that the Council adopt the City Manager's
recommendation that the non-resident memberships in the Country Club
be limited to 100, seconded by Mr. Scheifley. Upon roll call, Council
voted as follows: Mr. Bird - No; Mrs. Durante - Yes; Mr. Scheifley -
Yes; Mr. Young - No; Mayor Weekes - Yes. The motion passed with a
3-2 vote.
Before roll call the following discussion was had. Mr. Bird
stated he would vote in favor of this motion, provided that it be
amended to state that on some date in January, somewhere around the
15th, that any available memberships then still in existence and un-
used would be open on a first-come first-serve basis. Mr. Scheifley '
stated that Council should make its decisions based on the facts and
circumstances with some experience; Mr. Bird's suggestion might be
in order to consider next January, but Mr. Scheifley felt it would
be very inappropriate and premature to make such a decision at this
time. Mr. Young stated he feels that Council definitely should give
some time to this decision; he is in favor of Mr. Bird's suggestion,
but thinks Council should use that situation there and not make any
recommendation except one that will allow people to come in at a
later date.
Mr. Bird advised that his concern is that he would like every
member entitled to a City membership to also know that the clock is
running; as it is, the one thing that is open-ended is for the indi-
vidual who would like to participate in the Country Club to drag his
feet. Mr. Bird stated he felt that we are running the meter on the
non-resident member by saying there are only a 100 memberships and
if he does not get in on it right now, that 100 may be gone and he
may never be able to join; he is not sure that this does not create
some injustice and deprive the City of revenue. Mr. Bird advised
that he will have to stand by his suggestion that at some point in
time this ability of the City resident to defer his decision is going
to have to be cut.
At this point the roll was called to the motion.
Mayor Weekes declared the meeting adjourned at 7:09 P.M.
