A Special Meeting of the City Council of the City of
Delray Beach, Florida, was held in the Council Chambers at 12:00
Noon, Monday, May 22, 1978 with Mayor Leon Mo Weekes presiding,
City Manager J. Eldon Mariott, and Council members Charlotte
G. Durante, Aaron I. Sanson, IV, and James H. Scheifley, present.
City Attorney Roger Saberson and Councilman Robert D.
Chapin were absent.
Mayor Weekes called the meeting to order and announced
that same had been called for the purpose of considering Resolu-
tion No. 44-78, re: Media Center, Plumosa Elementary School. He
noted that the School Board is proposing to take away the funding
for the Media Clerk at Plumosa School, which clerk has been there
for 12 years. Last year, this Council agreed to appropriate
$322,000 of federal funds for the purpose of constructing a media
center at Plumosa School; the School Board put up another $100,000
which makes it a $422,000 facility which is presently under con-
struction. Mayor Weekes stated it seems rather inappropriate that
they would spend almost half a million dollars on a media center
and at the same time take away the funding for the media clerk.
He advised that Dr. McGowen, President of the Plumosa PTA, called
him and asked if Council would support their efforts to have that
position continued.
Mayor Weekes noted that the meeting was called today in-
stead of considering it tonight at the regular Council meeting
because the PTA meets tonight and Mr. Mills, the new Supertindent
of Public Schools, is going to be their guest at Plumosa and they
wanted to present this resolution to him when he comes down.
Mr. Scheifley asked if Council had not appropriated the
$322,000 for the media school, would there be a requirement as to
what the money could be used for?
Mayor Weekes stated he thinks it had to be shared by the
School Board on some school project and Dr. Carroll recommended
that it be used for that purpose and Council agreed with Dr. Carroll.
Resolution No. 44-78 was presented for Council's consideration:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DELRAY BEACH, FLORIDA, REQUESTING THE PALM
BEACH COUNTY SCHOOL BOARD TO REASSIGN A MEDIA
CLERK TO PLUMOSA SCHOOL IN ORDER TO UTILIZE
EFFECTIVELY THE MEDIA CENTER BEING CONSTRUCTED
WITH FUNDS ALLOCATED BY THE CITY.

Mr. Sanson moved for the passage of Resolution No. 44-78,
seconded by Mrs. Durante. Upon roll call Council voted as follows:
Mrs. Durante - Yes; Mr. Sanson - Yes; Mr. Scheifley - Yes; Mayor
Weekes - Yes. Said motion passed with a 4 to 0 vote.
Mr. Sanson moved, at 12:05 P.M., for the adjournment of
the meeting, seconded by Mrs. Durante. Said motion passed unanimously.
Mayor Weekes noted for the record, he is having lunch with
Bill Medlen, County Commissioner, today at 12:15 P.M.
