04-21-75SpMtg APRIL 21, ~1975 A Special Meeting of the City Council of the City of Delray Beach, Florida, was held in the Council Chambers at 6:45 P.M., Monday, April 21, 1975, with Mayor James Ho Scheifley presiding and City Manager J. Eldon Marlott, CounCil members Andrew Mo Gent, Grace S. Krivos, David E. Randolph and Ron I. Sanson, IV, present. City Attorney Roger Saberson was absent. The Lord's Prayer was repeated in unison. The Pledge of Allegiance to the Flag of the United States of America was given. Mayor Scheiftey stated that this special meeting was called for the primary purpose of discussing appointments to the Board of Adjustment. City Manager Mariott stated that each of the new po- tential appointees was asked whether he would be willing to serve and attend meetings, was a City resident, and whether he would be willing to comply with the State Financial Disclosure Law. All the individuals on the list, a copy of which was furnished to each Council member and members of the press, stated they would be wil- ling. Five regular and five altername members are needed to serve on the Board. Eleanor Gringle and Charles Toth are both presently serving as regular members, leaving three vacancies. Mr. Gent moved for the appointment of Donald R. DeRenzo to the Board of Adjustment as a regular member, seconded by Mrs. Krivos, said motion passing unanimously. Mrs. Krivos moved for the appoint- ment of Kelly Eo Brown, Jr. as a regular me~,mber, seconded by Mr. Gent., said motion passing unanimously. Mr. Randolph moved for the appointment of Preston Wright to the Board as a regular member, seconded by Mrs. Krivos. Upon roll call, Council voted as follows: Mr. Gent - No; Mrs. Krivos - Yes; Mr. Randolph - Yes; Mr. Sanson - Yes; Mayor Scheifley - Yes. The motion passed with a 4 to 1 vote. Mr. Sanson moved for the appointment of John M. Ghent, Robert Kinkead and Angelo Cardarelli as alternate members to the Board of Adjustment, seconded by Mr. Randolph, said motion passing unanimously. Mr. Gent moved that Donald R. DeRenzo be appointed for a full three-year term ending March 15, 1978, seconded by Mr. Sanson, said motion passing unanimously. Mr. Randolph moved for the ap- pointment of Preston Wright and Kelly Eo Brown, Jr. for two-year terms ending March 15, 1977, seconded by Mrs. Krivos, said motion passing unanimously. Mrs. Krivos moved for the reappointment of Charles Toth to a three-year term on the Board of Adjustment beginning March 15, 1975, seconded by Mr. Sanson, said motion passing unanimously. Mr. Sanson moved for the reappointment of Semmie Taylor to a full three-year term and the appointment of Angelo 'Cardarelli to a three-year term as alter,~ate members on the Board of Adjustment, seconded by Mrs. Krivos, said motion passing unanimously. Mrs. Krivos moved that John M. Ghent and Robert Kinkead be appointed for two-year terms ending March 15,. 1977, seconded by Mr. Gent, said motion passing unanimously. Mr. Sanson inqqired about the need for an Assistant City Prosecutor and an addi{ional Judge Ad Litem. The City Manager stated that both are needed and there was discussion concerning asking in- dividuals out of town if no one from Delray Beach was willing to serve. The City.Manager stated that Judge Ernest Simon had agreed to assist in obtaining names of attorneys willing to serve in this capacity. City Manager Mariott stated he had received a telephone call from the City Manager of Boynton Beach concerning the water shortage in Boynton Beach and asking if Delray Beach would be willing to furnish them water on'an interim basis. The City Manager recom- mended that Council authorize the Administration to furnish water' to Boynton Beach with Boynton paying all expenses for making the connection, putting in the meter and paying the additional 25% sur- charge for water furnished outside the city. Delray Beach could also terminate the arrangement at any time. Mr. Sanson moved that Council sustain the recommendation of the City Manager in supplying Boynton Beach with water with the conditions that Boynton be re- sponsible for the cost of making the connection, installing and reading the meter, paying the additional 25% surcharge and Delray Beach being, able to terminate the arrangement at any time.
