A Special Meeting of the City Council of the City of
Delray Beach, Florida, was held in the Council Chambers at 12:00 P.M.,
Thursday, March 16, 1972, with Mayor James H. Scheifley presiding,
City Manager J. Eldon Mariott, City Attorney G. Robert Fellows and
Council Members Grace S. Martin, J. L. Saunders, Leon M. Weekes and
O. F. Youngblood present.
The Lord's Prayer was repeated in unison.
The Pledge of Allegiance to the Flag of the United States
of America was given.
Mayor Schenley called the meeting to order and announced
that same had been called for the purpose of canvassing the election
returns on the $2,000,000 general obligation bond issue that was
voted upon on March 14, 1972.
Mr. Horace E. Beasley, Supervisor of Elections of Palm
Beach County, reported the results of the Special Bond Election for
Beach Improvements as follows:

Mr. Be&sley expressed his appreciation of being able to
attend this City Council meeting. He proceeded to explain some of
the difficulties and problems involved in connection with this
particular election, since it was the first election that had been
held after Delray Beach had adopted the Permanent Single Voter
Registration System. He felt that a good job had been done and,
if there were any difficulties, they would be worked out.
Mr. Beasley commended City Clerk Hallie E. Yates for the
wonderful cooperation she had given his office and felt the city
of Delray Beach was very fortunate in having Hallie E. Yates as its
City Clerk. The Mayor expressed the City Council's thanks for the
many compliments paid by Mr. Beasley to the City Clerk. Members of
Council and Mayor Scheifley expressed their appreciation for Mr.
Beasley's efforts and cooperation on behalf of Council.

RESOLUTION NO. 13-72 was presented as follows:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DELRAY BEACH PROVIDING FOR THE CERTIFICATION OF
THE RESULTS OF THE BOND REFERENDUM HELD IN AND
FOR THE CITY OF DELRAY BEACH ON THE 14TH DAY OF
MARCH, 1972.
WHEREAS, a bond referendum was held on the 14th day of
March, 1972, pursuant to Resolution No. 3-72; and,
WHEREAS, the duly appointed and acting Clerks and In-
spectors of the election have presented to the City Council the
certified results of said election; and,
WHEREAS, the City Council of the City of Delray Beach
has assembled together on this 16th day of March, 1972, for the
purpose of canvassing the election returns, and certifying the
results;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS:
SECTION 1. That upon the canvass of the election returns
as presented to it by the certification of the Clerks and Inspectors
of the election, the City Council finds:
That 3959 registered electors voted as follows on the
following issue:
BOND ELECTION ~
Shall the City of Delray Beach, in Palm Beach County,
Florida, issue not exceeding $2,000,000 principal
amount of general obligation bonds of said City
~earing interest at not exceeding the maximum legal
rate of interest at the time of the sale of said
~onds, maturing not later than thirty (30) years
from the date of issuance thereof, payable from ad
valorem taxes levied on all taxable property in said
City without limit as to rate or amount for the pur-
pose of financing the cost of the placement of sand
and the construction of Beach Erosion Control facili-
ties, as more specifically described and provided
in Resolution No. 3-72 of the City Council of said
City adopted on the 24th day of January, 1972.

SECTION 2. That the City Council of the City of Delray
Beach does hereby certify the tabulations and results of the bond
election held in and for the City of Delray Beach on the 14th day
of March, 1972, as hereinbefore set forth.
SECTION 3. That this resolution and its contents be
spread upon the minutes of the meeting.
PASSED AND ADOPTED by the City Council of the City of
Delray Beach, Florida, on this 16th day of March, 1972.

Resolution No. 13-72 was unanimously passed and adopted on this
first and final reading.
