A Special Meeting of the City Council of the City of
Delray Beach, Florida, was held in the Council Chambers at
12:10 P.Mo, Friday, March 31, 1972, with Mayor James H. Scheifley
presiding, City Manager J. Eldon Mariott, City Attorney G. Robert
Fellows and Council Members Grace S. Martin, J. L. Saunders,
Leon M. Weekes and O. F. Youngblood present.
1. The Lord's Prayer was repeated in unison.
2. The Pledge of Allegiance to the Flag of the United States
of America was given.
6. Mayor Scheifley called the meeting to order and an-
nounced that same had been called to consider awarding a contract
for installation of a pipe casing across the 1-95 right-of-way,
and for any other business that may come before the meeting.
City Manager Mariott reported that an 18" water main
in a 30" casing would be required to cross under a proposed high
fill on 1-95. He stressed that if the work could be done within
the next few weeks, prior to the placing of the high fill, it could
be accomplished by the open-cut method instead of jacking and boring,
at about one-third the cost. The following quotations have been
received:

The city Manager recommended that Council authorize awarding of a
contract to the low bidder, Belevedere Construction Company in the
amount of $9,194.25. After some discussion, Mr. Saunders so moved,
seconded by Mr. Youngblood and unanimously carried.
7. Another matter brought to the Council's attention by the
City Manager was that of surveys that are needed in connection
with the water and sewerage expansion program. He explained as
follows:
"It is recommended that a combination of aerial
photography and ground surveys for vertical control be
conducted, as opposed to almost strictly ground surveys in
connection with the water and sewerage expansion program.
It would cost an estimated $2,000.00 more money but would
save six weeks time and six weeks time is worth much more
to the City than $2,000.00, particularly in view of the
very tight deadline in getting our new sewerage treatment
plant in operation. It would cost an estimated $17,080.00
of which $13,480.00 would be for the flying of the area
by plane and doing the photographic work and the remainder
would be for the ground control surveys which would cost
approximately $3,600.00 to tie in the aerial photography.
This project covers a sizeable area and several different
locations. This has not been done before in Delray Beach.
This is a $7,000,000 program and a $7,000,000 program is
a pretty big program. The money would come from the
water and sewer financing, part of it will be from the
bond issue that is upcoming, and, hopefully, part of it
will be from Federal funds. The plane that does this

work has to be equipped with certain equipment so that
they could tie in with measurements the work that is
done on the ground. T think this money woul. d come from
grant money and bond issue money. This would be a part
of our $7,000,000 water and sewer expansion program. We
need a motion approving the City's entering into the
proper agreements to obtain the necessary aerial photo-
graphy and ground survey w~rk to be used in connection
therewith at an estimated total cost of $17,080.00,
which work wo-ald be used in connection with the City's
upcoming $7,000,000 water and sewer expansion program."
Mr. Saunders so moved, seconded by Mr. Youngblood, and
unanimously carried. _
8. The City Manager announced that the next workshop meeting
would be at 7:00 P.M., Wednesday, April 5, 1972.
9. Mayor Scheif!ey reported that he recently received a
phone call from Mr. Ken Ellin~'sworth, Manager of the Chamber of
Commerce, in which he asked if Mr. Mariott's letter to the County
Commission regarding the Linton - 12th Street - Bridge would be
read at their next meeting on April 4, 1972. Mr. Ellingsworth felt
it might be advisable to have a representative from the City and
asked if any member of the Council would be attending the meeting.
10. Mayor Scheifley asked the City Attorney if the trial with
County Sanitation scheduled for 9:30 A.M., Monday, April 3, 1972,
would require representation of the City. The City Attorney made
that request and general discussion followed regarding attendance
at the above-mentioned meeting and trial.
11. Mrs. Martin reported that through a business contact with ..
the Town of Highland Beach she became aware that they had a meeting
with the County Engineer and others on March 30, 1972, concerning
the 51st Street Bridge in Boca Raton. A general discussion followed
regarding the critical need for a bridge in Delray Beach.
12. Mayor Scheifley asked what s~eps were necessary to appoint
a person to fill Judge Metzger's vacancy, his concern being the
conclusion of the City's Beach Revetment Court case with Dickerson,
Inc. The City Manager stated that he believed that case should be
concluded prior to the effective date of Judge.Metzger's resigna-
tion.
13. Mr. Saunders stated he felt someone should be thanked
for getting the Atlantic Avenue Intracoastal Waterway Bridge fixed.
The City Manager said he would send the County a letter expressing
the City's appreciation regarding the repair of the bridge.
