A specia.1 meeting of the City Council of the City of Delray Beach, Florida, was called to order in the Council Chambers at 7:00 P.M., Monday, July 31, 1972, by Mayor James H. Scheifley, with City Manager J. Eldon Mariott, City Attorney G. Robert Fellows, Council Members Grace S. Martin, J. L. Saunders, Leon M. Weekes, and O. F. Youngblood present. 1... The Lord's Prayer was repeated in unison. 2._ The Pledge of Allegiance to the Flag of the United States .: of America was then given. Mayor Scheifley called the meeting to order and announced that' same had been called to receive a report and recommendation of the Planning and Zoning BOard concerning the Master Plan and implementing ordinances, and to authorize the City Clerk to adVer- · tise a ·Public Hearing to be held on the Master Plan; and for any other business that may come before the meeting. 4... City Attorney Fellows introduced Mr. Kenneth Jacobson,: Chairman of the Planning and Zoning Board who presented a repor~ and recommendation concerning the Master Zoning Plan of the City as contained in the following letter addressed to the City Council, signed by Mr. Jacobson, dated July 31~ 1972: "Re: Master Plan The following recommendation by the Planning and Zoning Board for appropriate action by the CouDcil is herewith submitted: "(1) Barr, Dunlop & Associates, Inc. report and · - the Planning and Zoning Committee reviews and supporting data. (2) LAND USE PLAN, Exhibit 91 and supporting data; Exhibit ~2 thru ~13. (3) Zoning Work Map. ' (4) Photograph .showing the Zoning within the'City boundaries. THIS ZONING MAP IS THE ONE REFERRED TO IN THE ZONING ORDINANCE, which is properly certified. (5) Photograph, which includes the additional proposed zoning in the Reserve Area, which · is also properly certified. (6) Proposed implementing Ordinance No. 21~72." Mr. Weekes moved to accept the report of the Planning and Zoning Board concerning the Master Plan and implementing ordinances, seconded by Mrs. Martin-, and passed unanimously. A discussion ensued concerning advertisement of a public hearing and residents being made aware of the hearing. It was felt that this Public Hearing would receive good coverage in the local' newspapers and radio in addition to the legal advertisement. Mr. Youngblood moved to authorize the City Clerk to adver, tise a Public Hearing to be'held on the·Master Plan and the proposed new zohing ordinance to implement the plan, said h~aring to.be held at the Sp. Mtg. 7-31-72 134 regular Council meeting on August 14, 1972, seconded by Mr. Saunders, and carried unanimously. Mr. 'Saunders expressed his appreciation on behalf of the Council to the Planning and Zoning Board for a job well done. Mayor Scheifley suggested a resolution commending the Planning Board to be presented at the next Council meeting. The City Manager advised that same would be prepared.
