A special meeting of the City Council of the City of Delray
~lorida, was held in the Council Chambers at 7.-00 P.M., Wednesday,
~Ptember 9, 1970, with Mayor J. L. Saunders in the Chair, City
Manager J. Eldon Mariott, City Attorney G. Robert Fellows and Council
members Grace S. Martin, John L. Pitts,III, James H. Scheifley and
O. F. ¥oungblood being present.
Mayor Saunders called the m~eting to order and announced that
same had been called for the purpose of considering awarding a con-
tract for grading and paving a portion of S. W. 6th Avenue, and for
any other business that may come before the meeting.
The City Manager reported the following two bids received for
grading and paving that portion of S W. 6th Avenue lying between
S. W. 4th and 7th Streets:
Work to be completed.
Hardrives of Delray, Inc. $14,225.00 45 calendar days
Crabtree Construction Co.
West Palm Beach, Florida $17,758.93 120 calendar days
He further reported that council had passed Resolutions on April
27th and July 13th, 1970, in regard t° the improvement of this street,
which would be on an assessment basis with the City paying 20 per cent
of the cost of said improvement and the abutting property owners pay-
ing 80 per cent. He said that the Engineer's estimate for this work
was in the amount of $12,860. but feels the City is fortunate in get-
ting Hardrives to do the job due to the shortage of asphalt' and
recommended that a contract be awarded to Hardrives of Delray, Inc.
in the amount of $14,225.00 for said work.
There was discussion of the drainage problem in that area and City
Engineer Fleming said there would be swales on .either side of the
street to take care of the surface drainage, and only a small portion
of the street should be disturbed by the installation of the south-
west area drainage.
Mr. Pitts moved to award the contract for grading and paving of
said portion of S. W. 6th Avenue to Hardrives of Delray, Inc., in the.
amount of $14,225.00, the motion being seconded by Mrs. Martin and
unanimously carried.
The City Manager explained there would be an acute shortage of
asphalt, particularly along the east ~oast or eastern part of the
country, for at least one year, as it would take some time for the
problems of transportation of asphalt from other countries to be
worked out since the asphalt that has been available in this area
for streets has been converted to other uses.
The meeting adjourned at 7:15 P.M.
