A Special Meeting of the City Council of the City of Delray Beach, Plorida, was held in the Council Chambers at 9~00 A.M., Friday, Febru- aryg, 1968, Attorney John Ross Adams, and Councilmen James H, Jurney, LeRoy W. Merritt, James B. Wilson and O. F. YoungblOod, being present. Mayor Saunders called the meeting to order and announced that same had been called for the purpose of consideration .of the filing of applications with the Department of Housing and Urban Development for financial aid in a Storm Sewer Pro~ect, and for any other business that may come before the meeting. An opening 'prayer was delivered by' Councilman LeRoy W. Merritt, followed by the Pledge of Allegiance to ~he Flag of the United States o~ America. City Clerk Worthing presented RESOLUTION NO. 6'68. Mayor Sau~d~rs reported that the .Seaboiard~.l~ailway Company Agent ~ad asked that the c~ty. send a telegram to President L. B. Johnson, asking that some sort of a med£ator be appointed concerning the railway strike, as it is a serious problem for State Tourism. The Council was .agreeable to the telegram being sent. C£ty 'Manager Gatchel ,reported a major break in the Beach Revet- ment wh£ch constitute~ demolishing of the wall for a distance of three to~ four 'hundred feet starting approxlmately two hundred feet north of Beach Drive= further, the toe wall and wave ~screen seem to be intact, a~d two"or 'th~e rows Of blocks up from the toe wall are still in place and several sets o~ steps have collapsed. The City Manager said this would not constitute a repair Job, that ~t would be a .rebuilding job. It was reported that the waves are at least f~fteen feet high at this time. -City. Engineer ,Fleming rep°rted that only the flexible portion of '~h~e wal~ at any .point has collapsed, that the toe wali' and wave screen ere intact, and that he thinks none of the. r~gid portion.~of the wall -1- Sp. 2-9-68 28 ,q .wi, ll have t~ be reconstructed. It was expressed that part of-Ocean Boulevard in this area,.would have Been washed out severa.~ different times during the past few months i~ the revetment had not been' there, and the' City Manager 4aake a pr.ess release aoncerning this item. .. Ci_ty .Manager Gatchel re~ort~d~"that an executed coP~. of the Loan Agreement with the First Federal Savings and Loan Asso~iation of Miam~ had b~en received and Us now in full force and effect. The,City Manager referred to proposed Supplemental' Agreement No. 15 to the Contract with Russell & AxOn Consulting Engineers, concerning .._ engineering services for the extension of the sanitary sewer system to the south portion of the City, and said this agreement wi~l be pre~ared for COuncil,'col~s~deration at':the'next regular Council meeting Monday, ' Fe ruary 12th. Mr. Wilson reported .that'~he had received a ~all concerning a · ~'r.eq~e~.t .by Mrs', Harry. Gerquest and 'another lady for use Of 'the Corn~ munity Center for a card party by a garden club, having be~n Further, that admission was to be charged for said card party as a fund raising, scheme,.' anQ"the funds received. were ~ be donated in .,their 'entirety. 'to beautification for the City, particularly for beautification and landscaping of the area around the new addition to the Library, Mr. Wilson asked that it be clarified as to the basis of approval or denial of such applications for use of the C.ommunity Center, bear- ing in mind that i~ this case admission would be charged, but the entire funds would be donated to the City for beautification projects. The City Manager said he would investigate this item. Mr. Wilson reported he had received coml~la'ints regarding dogs that are let stray without a leash, being a~nuisance and committing nuisances on other ~eople~s lawns 'and Profitless. The City Manager Said'there is a standard procedure used by the Police Department when complaints of that type are received and ex- pia~ned that procedure in detail. :- Mayor Saunders said that apparently~ the set up the City ha~.. for dealing..with~' the~,dog prOblem is: not adequate as there are still many comp1 aints. Mr. Youngblood referred to the stray dogs. that are numerous in the western area .of the City and said. they are ~a ',nuisance and .very destructive. The importance of ridding the City of the stray-,dogs was stressed, and the City Manager said he would give this matter some extra consider- ation. The meeting adjourned at ~:40 A.N. WHEREAS, pursuant to P.L. 89-117 .the United States of ~merica has authorized the making of grants to public bodies to aid in financing the construction of basic water and sewer projects: NOW THEREFORE, BE IT RESOLVED BY THE CITY OF DELl{AY BEACH, PALM~BF~CH COUNTY, FLORIDA: 1. That DAVID M. GATCHEL be and he is hereby authorized to execute and file an application on behalf of the CITY OF DELRAY BEACH, FLORIDA, with the Department of Housing and Urban Development, United States Govern- ment, for a grant, to aid in financing the construction of a Storm Sewer Project', and an assurance of compliance with the Department of Housing and Urban Development regulations under Title VI of the Civil Rights Act of 1964. 2. That DAVID M. ~ATCHEL, City Manager, be and he is hereby authorized and directed to furnish such in- formation as the Department of Housing and Urban Develop- ment may reasonably request in connection with the appli- cation which is herein authorized to be filed.
