A special meeting of the City Council of the City of Delray Beach,
Florida, was held in the Council Chambers at 11:30 A.M., Wednesday,
December 6, 1967, with Mayor Al. C. Avery in the Chair, City Manager
DaVid M. Gatchel, and CouncilmenJames H. Jurney, LeRoy W. Merritt and
George Talbot, Jr., being present.
Mayor Avery called the meeting to order and announced that same
.had been called for the purpose of Council canvassing the Returns of
the General Election; consideration of Resolution No. 28-67, commending
the Seacrest High School Football Team for its 1967 record and re-
scheduling the next regular Council meeting to Tuesday, December 12th,
1967, and for any other business that may come before the meeting.
An opening prayer was delivered by City Clerk R. D. Worthing, and
the Pledge of Allegiance to the Flag of the United States of America
was given.
City Clerk ?~rthing informed Council that the results of the Gen-
eral Election held on December 5th, 1967, as shown by the reports of
the Clerk and Inspectors ~s as follows:

Further, in compliance With Section 12.7 of the City's Code of Ordi-
nances, the Council, in the absence of any declaration of contest by
a candidate in the election, shall declare the result of the election
by the returns submitted.
Mr. Talbot moved that' the election returns be approved as submit-
ted, the motion being seconded by Mr. Jurney and unanimously carried.
Mayor Avery introduced Mr. James B, wilson and Mr. O. F.
Youngblood, Councilmen elect.
City Clerk Worthing presented RESOLUTION NO. 28-67.

SCHOOL FOOTBALL TEAM, KNOWN AS THE "SEAHAWKS",
FOR ITS CONTRIBUTION TO THE COMMUNITY.

these minutes.) See page 216-A.
Resolution NO. 28-67 was unanimously passed and adopted on this
first and final reading;'on motion by Mr. Talbot and seconded by Mr.
Jurney~

City Manager Gatchel reported that under date of December 5th,
he had received a lettur from County Commissioner George V. Warren as
follows:
"Please accept my thanks and express my appreoiation to the
Mayor and City Commissioners for your letter of November lSth,
detailing the agreement by your City to swap the 4th Street
County land for the 20th Avenue City land. Also that you will
provide City water and sewage to the site. It was this good
cooperation plus considerable research material which I en-
closed that convinced the Board to select the Delray.site.
By motion into our County records, the 20th Avenue site was
selected with direction to our County Administrator and Coun-
ty Attorney to complete the arrangement for the swap and other
provisions with your City Commission at the earliest possible
date."
The City Manager reported he had expressed to the press yesterday
the eletion of Council and City Administration over this choice olio-
cation, and that this concludes a file dating back one year when Coun-
cil instructed his office to proceed with such negotiations.
Mayor Avery complimented the City ~mnager on his efforts concer~-
lng this matter.
City Clerk Worthing said he believes it will benefitthe newly
elected Councilmen to know that in compliance with Charter provisions,
they shall assume office on Tuesday, January 2nd, 1968, at an Organi-
zational meeting of Council, to be held in the Council Chambers at a
time to he established by the present Council.
Mayor Avery said he felt the new Council should set the time for
that Council meeting, and directed the City Manager to contact the
newly elected Ma'yor and Councilmen and arrange a pre-organizational
ponference, at which time an hour for the Organizational Meeting could
be selected.
Mr. Talbot said that due to another engagement he is not sure he
will be able to attend the Council meeting re-scheduled to December
~2th, and if he is not in attendance at that meeting asked that the
Mayor explain the reason for his absence.
Mayor Avery announced that the hangs/et for the Seahawks is to be
~eld at the Mayfair Manor Hotel on December llth, the hour not having
been determined at this time.
CityManager Gatchel reported that the recognition to be given to
~ach individual me~ber of the Football Team, as well as to the school
itself, will be available at that time.
The meeting adjourned at 11=45 A.M.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF DELRAY BEACH COMMENDING
THE SEACREST HIGH SCHOOL FOOTBALL
TEAM, KNOWN AS THE "SEAHAWKS", FOR
ITS CONTRIBUTION TO THE COMMLrNITY.
WHEREAS, the Seacrest High School football team, known
as the "Seahawks", has recently completed its 1967 football
schedule; and
WHEREAS, the successful season resulted in the Seahawks
being crowned Suncoast Conference Champions; and
WHEREAS, the successful season resulted in the Seahawks
having a perfect record, undefeated and untied with a 10-0-0
record; and
WHEREAS, the successful season resulted in.the Seahawks
being ranked sixth among all high school football teams in
the State of Florida; and
WHEREAS, the successful season resulted in the Seahawks
being invited to play in the Mininak Bowl in Jacksonville,
Florida; and
WHEREAS, the successful season resulted in the Seahawks
being runner-up in the point standings of District 4, Class
AA, of the State of Florida; and
WHEREAS, the City Council of the City of Delray Beach,
Florida, wishes .to express its pride and appreciation to the
Seahawks for their outstanding achievements and the honors
which they have received under the able guidance of their
coaching staff,
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Delray Beach, Florida:
1. That the 1967 Seacrest High School Seahawks are here-
by commended for their enviable records achieved in the Divi-
sion, the Conference and the State of Florida as a result of .
their outstanding performances which the City of Delray Beach
wishes to single out and recognize as an outstanding contribu-
tion to the spirit of this community.
2. That in recognition.of the above achievements, the
City Council hereby designates Tuesday, December 12th, as the
next Council meeting night rather than Monday, December llth,
so that all persons in this community will feel free to recog-
nize the Seahawks at the banquet being held in their honor on
Monday, December 11, 1967.
