A regular meeting of the City Council of Delray Beach was held in
the Council Chambers at 8:00 P.M., with Mayor Al. C. Avery in the
Chair, Acting City Manager R. D. worthing, City Attorney John Ross
Adams, and CoUncilmen J. LeRoy Croft, James H. Jurney and Jack L.
Saunders being present.
1. An opening prayer was delivered by Minister Gerald P. Pace.
1.a. The Pledge of Allegiance to the Flag of the United States of
America was given.
2. The minutes of the regular meeting of April llth and special meet-
ings 6~ April15th and 19th, 1966, were unanimously approved, on mo-
tion by Mr. Croft and seconded by Mr. Jurney.
3. Mr. Bill DeWitt, representing the Delray Beach Jaycees, requested
Council permission for a fund raising campai~nin the amount of
$2,500.00for a Little League ?ootball Program in Delray Beach, and
stated that the Recreation Department, together with the Jaycees, will
handle said program.
Said permission was unanimously.granted, on motion by Mr. Jurney
and seconded by Mr. Saunders.
4. A roll ca1! showed the following Ci%ic Organizations and represen-
tatives to be in attendance:

5. Acting City Manager Worthing read the following letter, dated
April 12, 1966, and signed by twenty-two senior citizens: '
"one of the nicest recreations in Delray Beach is a swim in the
ocean, and for years we have enjoyed this invigorating passtime.
Many of us Senior citizens would not miss a daily swim for any-
thing. However, this las% season we had almost 'to do without'
as the ropes that had been so helpful in getting in and out of
the water were missing entirely. The last hurricane had swept
them away and they had never .been replaced. It is often real
hard. to clear that rise of beach or hump that the surge and
swell of the waves have caused' near the shore.
We, the undersigned, would ask you to have the ropes installed
again so that we can, as of other.years, enjoy the ocean during
these lovely spring and summer months."
Mr. Worthing informed Council that no action is necessary on this
request, as th~ Director of Recreation, Mr. Alfred Elliott, is current-
ly in the process of re-establishing those buoy lines.
6.a. In compliance with Section 169 of the' City Charter, the City
Manager presented two proposed assessment rolls covering-improvement
project~ previously authorized by Council, which have now been com-
pleted and total costdetermined, as follows:
1. Construction of storm drains in Section "O", which comprises
the general area surrounding Sea Spray Avenue and ~each Drive.

Z. Construction of sidewalks on North Swinton Avenue from 8th
Street to 22nd Street;' also on the south side of N. E. 18th and 22nd

The two assessment rolts~ were unanimously, approved, on motion by
Mr. SaUnders and seconded by Mr, Jurney.
The City Manager informed Council that said assessment' rolls would
be published and a public hearing held on them at the regular Council
meeting of May 9th.
6.b. ConCerning a survey of parcels of land in vioIation of the City
nuisance laws presented by the City Manager, Mr. Jurne¥ moved that the
City Clerk be directed to proceed with the enforcement of Chapter 15
of the 'Code of Ordinances. The motion was seconded by Mr. Croft and
carried unanimously.

Acting City Manager worthtng informed Council that most of this
nuisance violation survey list is' made up of Properties in the general
area of West 5th Avenue, however, it iS believed othersteps will be
necessary in the cleaning up of West 5th Avenue in. addition to enforc-
ing Sections 15-3 and 15-4 of the City Code.
6.c. The City Manager informed Council that'Mr. David C. Bunting,
4th Grade teacher of the Delray Elementary School, has requested the
use of the Community. Center g~mu~asium between-the hours of l:00 and
2:30 P.M., each Thursday, comencing April.28th, until school is out;
further, concurring with the expressed approval1 for such use of the
gymnasium as given by the Recreation Director,"-Mr, Alfred Elliott,
Mr. Worthing stated that it is recommended this. request be granted
with '~he understanding that the City Manager may suspend the privilege
should it become apparent that it. is for the betterment of the City to
do so.
Mr. Croft moved that the. per~ission be granted with the stipula-
tions as recommended, the motion being seconded by Mr. Saunders
unanimously carried.
6.d. The City .~Manager presented 'the folLowt~ letter from Russell &
Axon, Consul~ing E~gineers, dated April ~-0, 1966:
"Subject: Sewerage Project Breezy Ridge EStates.
1. This is in.response to a request for a report on the feasi-
bility of providing sewage service to the Breezy. Ridge Estates
area of Delray Beach. This area is located..North of west Atlantic
Avenue, in the vicinity of 25th Avenue.
2. There are presen.~ly 16 houses in this.area, which at an
mated charge of ~4.00 each per month, would, prc~tuce an~'~nitial
revenue of approximately $800.00 ~er year.
S. The cost of construction of this area .is p~$ently estimated
at $72,000, to which mUSt be added engi~teer~g, and contingencies
of 10% making the to. tal cost approxima~tely $80,000.
In-thins connec~kon., ~ should be pointed out ~hat, sinus the
sewer report of March, ]_965, West At~ant.~C Avenu~ bas been four-
laned, and it woul~ therefore be necessary to cross this new work
with a jacking sleeve.
4. The Costs are pr~. lcated upon:

Said report from Russell & Axon was accepted, as submitted, on
motion by Mr. Croft and seconded by Mr. Jurney.
The Council requested, that a copy of said report be sent to Mr.
John'Sword of Breezy Ridge Estates, as he had asked that~ that area be
considered for sewer installation.
?.a. Acting City Manager worthing informed council of a petiti0~
having been received from Tropic Palms Village, Inc., requesting a
change of zoning from R-lA '(Single Family Dwelling District) and R-2
(One and Two' Family Dwe?l~ng District) to R-3 (Mu~tiple Famil~ Dwell-
ing District) of Lots 637 ~hru 811, Tropic 'Palms~ furtheY, that the
Council ~may 'deny said petition or refer same to the PIanning/ZOn'~ng.
Board for a public hearing to be held thereon, and for th~'Board{s
recommendat'ion to Council following such hearing.

WHEREAS, THOMAS J, WHITE and ALBERTA WHITE (his wife.) are

be~n eal~ed for the purPOse of receiving and opening bids submitted
concerning grading,~ prega~ing base and installing 14,000 lineal feet
of sidewalk; fillihg,.grading and paving that part of S. W. llth Ave-
nue between 2nd and 3rd Streets, and for any other business that may
come before the ~eet~ng.
An opening prayer was delivered by City Clerk R. D. Worthing, and
the ~ledge of Allegiance to the Flag of the United States of America
was given. · -
Mayor Avery asked that the City Attorney, City ~ngineer and'City
Manager examine the bids and if, in their opinion, the bids are in
order that.they be read~ and if they are irregular that they not be
read~

Mayor Avery announced'that, following t~is special Council meeting,
the Council would have a conference with State's Attorney Tom Johnson
and Mr. Henry Lovern regardingthe recent Grand Jury report, and that
the public and press are welcome.
