Further, that it is recommended that Council refer this offer to the' City Manager for possible negotiation, cost det~£nation, a~d recon~nendation thereon, to be submitted to Council for consideration. Mr. Jurney moved that .this item be referred to the City Manage.r for further negotiations and it be brought back to Council with his findings. Mr. Jurney said that hg realizes the land fill areas are pretty well filled up and suggested that the City Manager contact the Co~ty Con~nission in regard tO working out something whereby they would expend the money for an incinerator to dispose of the garbage and refuse that comes from the City and that it be placed in an area where it could be used by the neighboring communities to the north and south, and that the Cities using same pay their proportionate share on a tonnage basis. Mr. Jurney said that he would also like the method of composting garbage lOoked into. Mr. Talbo~ referred to St. Petersburg and their use of a private industry to dispose of their garbage, and that maybe such e method could be used here. RegardS. rig bids received for the City's insurunce coverage program for 1967, City Manager Gatchel read a memorandum from 'FinanCe Director Weber, dated December 22nd, 1966 giving recommendations for award of bids, also a tabulation of the insurar~ce bids. (Cop~ of Memorandum and tabulation of bids is attached to the official copy of these m~nutes.) Following explanation of the. bids 'by the City Manager, Mr. Saunde:~: complimented the City Administration. on the present insurance program, and moved that the awards be made aa outlined and =e~ommended in the memorandum from Finance Director Weber. The motion was seconded By Mr. Jurney and carried unanimously. See pages 7.a. C~ty Clerk Worthing informed Council of a petition having been received from several owners of properties located on Shulson Street, requesting said name be cha~ged ~o Bay Street, and that lands 'chined by the petitioners represent approximately 6~.:4% of the total lands abuttin~. on Shulaon Street. Further, that following receipt of the petition, a letter, reflecting the requested street name change, was forwarded to the remaining property owners on ShulSon street and replies received favoring ,the change in name increased the percentage favoring the change Mr. ,James B. Wilson, owner of two pieu'es of 'prOperty on Shulson Street gave his reasons for desiring a street name change, and also informed Council that there had been some research in,o"the origin of the name Shulson and it isn't believed t/~e~e is enough historical or sentimental significance to that name to keep' it from being changed. Mr. Talbot moved that ~the City Attorney b~~ instructed to prepare a Resolution reflec~ng said ~atreet 'name' change to be presented to Council 9t their next meeting assuming there are~ no 0hJect~ns from the Post Office. The deleted lines ran to mostly County areas, where annexation did not appear to be i~minent. 4. Item'lS covers 6-inch pipe house service Connections. This item under,ran $6~156. due to the'fact that house connectionsto County. areas were deleted. S. Item"59 covers asphalt'driveway replacement. This.item over-ran $$,792. due to the"fact that many driveways and parking areas had been paved'since the plans were prepared. Also, it.Became necessary, in the field, to.shift the route Of long Force:Main:Il from the street to the parking areas zo'avQid u~uderground obstacles. A correspond%rig saving was realized in pavement replacement. 6. Note chan~e Order No. I for seeding. Here we originally set up $4~000. However, after seeding the most important areas, a long spell of rainy weather set in and natural vegetation took over. Considering that the City's insurance for fire and extended coverage; general liability; automobile physical damage and liebility; Treasurer - Tax CoLlectors bond~ and employee blanket bond were awarded on a three year basis last year the number of bids received this year was good. It is recon~mendedb¥ the City's supervising insurance agents and myself that the awards be as foLlows~ I. Bid of phOenix of Hartford Insurance Companies group jointly to Atlantic Insurance Agency, Inc. and Plastridge Agency, Inc. fo= Workman's Com- pensation. EmpLoyers Liability limit of $100,000. Premium - $24,526.00. II. Bid of Aetna Insurance Company to GraceyBros. for Equipment Floater, all risk, $100. deductible for three years with an annual premium of $811.00. III. Bid of Aetna Insurance Company to Gracey Bros. for Water Towers, all risk including collapse and sub- sidence with $1,000 deductible for three years with an annual premium of $970.00. IV. Bid of St. Paul Fire & Marine to ~racey Bros. for a combined three year accident policy for volunteer firemen and auxilliary ~olicemen at a premium of' $668.73 lmayable for the three years and payable at the inception of the policy. The City's workman's compensation initial premium has increased again this year from $20,027.83 to $24,526.00 due to the same factors respOnsible for the previous increases; increase in the experience factor and increase in payroll. 1. The FLorida Compensation Rating Bureau has increased the City's experience modification factor from L.07 to 1.18. 2. Estimated payroll used in computing the bid has been increased from $929,090 to $1,042,847. -1- 282-R The rates used in determinSng the premium on the E~uipment floater ~olicy is the same as rates paid in 1964 but due to inclusion of pumps in the sewer lift stations the total annual premium is increased by $213.82. The premium for the Water Tower coverage is the same as the premium paid in 1964. The average premium of $222.91 for the volunteer firemen and auxilliary police accident policy compares with a total of $257.43 paid for the two policies last year.
