Saunders was unanimously appointed vice~Mayor for this year on motion by ~. Crof~ mad seconded b~ 3. Newly installed Councilman James H. Jurney commented as follows: "It seems like I have said enough, Mr. Mayor. It is time for me to get down to work with the Council and see what we can do for the good of Delray Beach I'm sure they will be of help to me and I will certainly appreciate it." 3. Councilman Jack L. SaUnders thanked the people of Delray Beach for electing him to this two year term, and said he trusted this coming year would be a productive and progressive one, and that he looked forward with great anticipation to working with every member of the Council. Further, that he looked back on last year with some satisfaction as he felt it was a good year, and hoped that 1965 could be as good or better. 3. Councilman J. LeRoy Croft said he could reiterate what Council- man Saunders had just said, and that it was an honor for him to have served with the Council of last year, and it had been a very profit- able and constructive year~ further, that he looks forward to another· year of progress in Delray Beach. 3. Councilman George Talbot, Jr. said he thought the situation had been adequately covered and that he concurs With what has been said. 3. Mayor Al. C, Avery said he felt the Council could be justly proud of the past year's accomplishments and the new Council and public could look forward to a very fine, constructive year with a businesslike Council. Mayor Avery then welcomed Mr. Jurney to the Council. X. City Clerk worthing read RESOLUTION NO. 1-65. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, COMMENDING RETIRING COUNCILMAN EMORY J. BARROW. W~EREAS, EMORY J. BARROW, has unselfishly given of his time and ability as a City Councilman for the past two years, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DELRAY BEACH: That Emory J. Barrow be and is hereby commended for his great contribution to the general welfare of the City of Delray Beach, Florida as City Councilman. Unanimously adopted this ....... day of January, 1965. Resolution No. 1-65 was unanimously adopted on this first and final 'reading on motion by Mr. Saunders and seconded by Mr. Talbot. Mr. Croft said he had been informed that during the past two years on the Council, Mr. Barrow had attended every regular and special Council meeting, and felt he should be highly commended fo~~ '{hat; X. Mayor Avery said it was proper at this time to set up the Rules of Order that the Council would abide by this year and stated that last year, it had been decided that Robert's Rules would prevail with the City Attorney acting as parliamentarian, also the poll of the Councilmen as opposed to acclamation, and that the roll cal~ be alphabetical with"the Mayor voting last. Mr. Saunders moved that the Council hold their regular meetings on the.second and fourth Monday'nights of each month at 8:00 P.M., as they have done during the past year, the motion being seconded by Mr. Croft and unanimously carried. 6. Mr. Charles Senior of the Florida Power & Light Company, present- ed the City with a check in the amount of $68,858.12, covering fran- chise payment to the City of Delray Beach, which was an increase over the previous year of $5,437.39. 7. Mayor Avery said that the following appointments should be made, appointees to serve at the pleasure of the Council, which would elim/nate any misunderstanding. Mr. Croft moved that Mr. Robert J. Holland be appointed City Manager, to serve at the pleasure of the Council, for 1965. The motion was seconded by Mr. Saunders and carried unanimously. 8. Mr. Croft moved that Attorney James W. Nowlin,~Jr% be appointed Municipal Judge, and that Attorneys Charles Byron, Paul~ringle and W. C. Williams, III, be appointed Judges Ad Litem for this year, to serve at 'the pleasure of the Council. The motion was seconded by Mr. Talbot and carried unanimously. 9.- Mr. Talbot moved that Hon. John Ross Adams be appointed as the City Attorney, to serve at the pleasure of the Council for the en- suing year, the motion being seconded by Mr. Jurney and unanimously carried. 10. Mr. Saunders moved".'that Attorney Charles Byron beappointed as Prosecutor, and Attorneys.HenrY Crowley, Paul Gringle and W. C. Williams, ~II. be reappointed as Assistant Prosecutors, to serve at the pleasure of the Council for 1965. The motion was seconded by Mr. CrOft and carried unanimously. X. Mr. Norman Blood, Chairman of the Board of TrUstees of the First PresByterian Church, located on Brondson Street, displayed a Church direc~ion&l sign..that they ~desired .toerect on the_west~side.of~ ~ ~rondson'~Street. During d.~scussion, it was pointed.outthat said Church was located.on a dead end street, and'.City~Attorney Adams said the Council. could grant a special permit for said sign. Mr. Saunders moved that special permission be granted and the Church sign erected, the motion being seconded by Mr. Talbot and unanimously carried.
