.:A special meeting of the City CounCil~of the City of Delray Beach
was held in the Cou/~cil Chambers at 5=00 P.M.,....Thursday, July,15th,
1965, with Mayor AI.\C. Avery in .the 'Chsir, Acting City Manager R. D.
Worthing, City Attorney John ROSs Adams and Councilmen J. LeRoy Croft
and James H. Jurneybeing present..' ',,
Mayor Avery called the meeting to order and announced that same had
been called for the purpose of ,consideration for providing resident in-
spection relatlve to Sewerage.works Project in Area 19, and for any
other business that may come before the meeting.
An opening prayer was delivered by City Manager R. D. Worthing, and
the Pledge of Allegiance to the Flag of the United States of America
was given.
Mayor Avery said there had been a conference,.this afternoon with
the Councilmen, City Manager Worthing, City Attorney Adams, Pin&ncc,
Director Weber, Mr. Prank Osteen and Mr. Daniel Neff of Russell & Axon,
and the press, being present. Said conference was held to discuss and
prepare the wording o~ an agreement~concerntng resident supervision
of the sewerage works project.
City Attorney Adams read SUPPLEMENTAL AGRBF24R~ NO.. 6 to the Engi-
neering Contract the City has with Russell & ~xon, Consulting
neers, dated the 30th day of September~ 1959. . .......
Mr. Croft moved that said Supplemental Agreement NO. 6, be approved
as read, the motion being seconded by Mr. Jurney and unan£mously, car?

It was pointed out'that the inspection of future sewer~ge,,proj~ct~'
could be taken care of',easily in this manner,.by an additional.s~pple~
ment to.the co~tract, and Mayor Avery asked' CityManager' Worthing to
make note of this and at the time future contracts for sewerage pro-
jects are presented to Council, the item"of inspection of same also.

he had been unavoidably delayed elsewhere. ,

The request of the Attorney General of the state of Florida was
unanimously 9=anted, on motion by Mr. Croft and seconded by Mr°
Jurney.
Mayor Avery announced that the new C£ty ~anager, Mr. David Mo
Gatchel, would be on the Job Monday, July 19th, and had asked that
a press conference be shceduled; further, that sa~d conference had
been scheduled for 10~00 A oMo Monday.
Mayor Avery also announced that the department heads and key per-
sonnel of the City would meet in the Conference Room at 9:00 A.M.,
Monday, July 19th, for the purpose of meeting and becoming acquainted
with the new C£ty Manager.
The meeting adjourned at 5:20 P.M., by order of Mayor Avery.
SUPPLF24ENTAL AGREEMENT NO. 6
TO
ENGINEERING CONTRACT
CITY OF DELRAY BEACH, FLORIDA
WHEREAS, The City of Delray Beach, hereinafter referred
to as the oWNER,"and Russell & Axon, Consulting Engineers,
hereinafter referred to as the ENGINEERS entered into a contract
for engineering services dated the 30th day of S~.eptember, 1959,
and
WHEREAS, the ENGINEERS have informed the Owner that it
would be in the best interest of the OWNER to provide competent
resident inspection for Section 19, construction of which is im-
mediately contemplated.
NOW, THEREFORE, the parties hereto mutually agree as
follows:
1. The OWNER will pay to the ENGINEERS on a monthly
basis for providing competent resident inspection and super-
vision an amount equal to actual field cost plus 50 per cent.
2. Resident supervision of construction includes, but
is not limited to, laying out of work, analysis of temporary
structures and facilities, field supervision, field inspection
of materials and w~rk, progress reports, preparation of monthly
and final estimates and final report. As part of their duties
as Resident Supervisors, the ENGINEERS shall render monthly,in-
spection and progress reports to the OWNER.
3. The chief local resident engineer (or project manager)
assigned to the project shall at all times remain subject to the
approval of the OWNER.
4. ' The terms and provisions of the contract between the
parties dated September 30, 1959, including all supplements
thereto, shall remain in full force and effect other than as
modified by this Supplement No. 6.
