A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
DELRAY BEACH, FLORIDA, SUPPORTING AND ENDORSING THE
LOCATION OF A CONVENTION CENTER AT THE INTERSTATE-95/
CONGRESS AVENUE SITE IN SOUTH PALM BEACH COUNTY.
WHEREAS, Palm Beach County, Florida, is the largest
metropolitan area in the United States without a convention center;
and
WHEREAS, Palm Beach County has decided to develop a
convention center and has undertaken a study of available lands for
the location of such a facility; and
WHEREAS, one of the proposed sites under consideration is a
parcel of land located at the southwest corner of the C-15 Canal and
Congress Avenue in Boca Raton, immediately south of and adjacent to
Delray Beach, in South Palm Beach County (commonly known as the Knight
Commerce Center property); and
WHEREAS, the subject property is a transportation hub with
virtually perfect access to Interstate-95, a 'Park & Ride' facility
and a Tri-Rail terminal; and
WHEREAS, this is the only site for a Convention Center in
Palm Beach County that is served by both Palm Beach International
Airport and Fort Lauderdale/Hollywood International Airport, serving
three times the number of flights as compared to other proposed sites;
and
WHEREAS, hotels with over 4,500 rooms, some 300 restaurants,
two upscale malls and fashionable shops are located within minutes of
the site; and
WHEREAS, Boca/Delray/Boynton is home to over 70 major
corporations, many of which are major users of convention facilities
and influential in the selection of convention sites for various
associations; and
WHEREAS, the South County location is uniquely marketable as
a first-choice convention destination to companies worldwide.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS:
Section 1. That the City Commission of the City of Delray
Beach, Florida, supports and endorses the locating of a Convention
Center at the 1-95/Congress Avenue site in South Palm Beach County
based on the reasons cited above.
Section 2. That the City Clerk is hereby directed to send a
copy of this resolution to all appropriate and interested parties.
PASSED AND ADOPTED in regular session on this the 18th day
of April, 1995.

At the April llth workshop, the Commission, by consensus, supported
the locating of a convention center at the South County site
commonly known as the Knight Commerce Center property. The parcel
is located at the southwest corner of the C-15 Canal and Congress
Avenue, with direct access from 1-95 at the Congress Avenue exit.
Staff was directed to prepare a resolution to formalize this
position.
Resolution No. 36-95 is proposed for your consideration. It is
based on information provided by Knight Commerce Center, Inc., a
copy of which is attached.
Recommend consideration of Resolution No. 36-95.

THE ADVANTAGES
of locating the Convention Center at
1-95 & CONGRESS AVENUE
Transportation hub with virtually perfect access to 1-95 interchange, HOV lanes, Park
& Ride, and Tri-Rail terminal. There is no concurrency (years of delay) or other mulfimillion
dollar 1-95 transportation problems as exist at other proposed sites.
Midway between two international airports - the lifeblood of a convention center. This
is the only site for a Convention Center in Palm Beach County that is served by both Palm
Beach International Airport and the Fort Lauderdale International Airport. The site serves
3 times the number of flights as compared to other proposed sites -- 16.1 million vs. 5.5
million passengers. PBIA: 5.5 'million, FLL 10.6 million. The Boca Airport is within 3
minutes and accommodates 120,000 flights per year.
Bullet Train Terminal proposed. The property adjoining this site was previously selected
to be the location of the privately funded Bullet Train Terminal. Now that federal funding is
proposed, this is the most logical site in South County for the Bullet Train Terminal.
Hotels with over 4,500 rooms are within an 8 minute drive. A Marriot Residence Inn is
located directly across the street and a 450-room headquarter hotel is proposed for this
project.
Headquarter hotel: Hilton wishes to negotiate for the proposed 450-room hotel.
Over 300 restaurants in this Trade Area.
Boca/Delray/Boynton is home to over 70 major corporations -- major users of Convention

Seven million square feet of upscale retail space: Within an 8-minute drive are major
shopping centers anchored by Town Center at Boca Raton Mall (1.3 million square feet)
south of the site and the Boynton Beach Mall (1.26 million square feet) north of the site. The
upscale, fashionable shops of Crocker Center, Mizner Park and Royal Palm Plaza are minutes
away. Macy's, Bloomingdales, Saks Fifth Avenue, Lord & Taylor, Burdines, Mervyn's, and
J.C. Penny are all in the Trade Area.

Entertainment/Recreation: Within Trade Area are the Morikami Museum, Museum of Art,
Museum of Cartoon Art in Boca Raton. The site is equal distance from the Kravis Center and
the Broward Center for the Performing Arts. The site is surrounded by superb golfing and
public tennis facilities, including the Delray Beach Tennis Center. Huge white sand b~aches
are within minutes.
A center for commerce: This 62-acre project will include a 450-room headquarter hotel,
multiplex movie theatre, 252,000 square feet of o~ce buildings and 32,000 square feet of
restaurants.
Future development. In addition to the 62-acre Knight Commerce Centre, there is an
additional 100+ acres with similar zoning available for the development of hotels, corporate
offices, shopping, restaurants and entertainment facilities adjacent to and within the immediate
area of this site.
Zoning and environment: The Boca/Delray location is zoned for hotels, convention
facilities, restaurants, theatres and office buildings. No environmental or permitting problems.
