Res 89-95 RESOLUTION NO. 89-95 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DELRAY BEACH, FLORIDA, ENDORSING A POLICY OF ZERO TOLERANCE FOR GRAFFITI; FURTHER ENDORSING THE GRAFFITI ERADICATION PROGRAM; REQUESTING THE CRIMINAL JUSTICE COMMISSION TO COORDINATE THE IMPLEMENTATION OF THE PROGRAM; REQUESTING ACTIVE PARTICIPATION FROM ALL MUNICIPALITIES WITHIN PALM BEACH COUNTY; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. WHEREAS, public and private property within Palm Beach County has been defaced, damaged or destroyed through the application of graffiti, causing a diminishment of the quality of life within Palm Beach County; and WHEREAS, Delray Beach, Florida, deems it necessary, appropriate and in the public interest to declare its policy of zero tolerance for graffiti and to endorse a countywide graffiti eradication program using existing available County and municipal resources to address this issue and to request that the Criminal Justice Commission coordinate the implementation of the program; and WHEREAS, The City of Delray Beach, Florida, requests assistance from all municipalities within Palm Beach County in order to truly clean up all of Palm Beach County and to make a concerted effort to maintain all areas of Palm Beach County in a graffiti-free condition; and WHEREAS, a copy of the program is attached hereto and made a part of this Resolution. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS: Section 1: The City of Delray Beach, Florida, hereby endorses a zero tolerance policy toward graffiti and adopts the attached graffiti eradication program as a means of addressing this issue. Section 2: All other municipalities within Palm Beach County are hereby requested to adopt similar Resolutions in support of this program and to work with each other, with Palm Beach County and with the Palm Beach County Criminal Justice Commission in order to totally eradicate graffiti from Palm Beach County. Section 3: The Criminal Justice Commission is hereby requested to coordinate the implementation of the program using resources available for this purpose as a pilot project and it is further respectfully requested that a copy of the status report be provided to the City of Delray Beach, Florida. MEMORANDUM TO: MAYOR AND CITY COMMISSIONERS FROM: CITY MANAGER ~/ SUBJECT: AGENDA ITEM # ~'~' - MEETING OF DECEMBER 12, 1995 RESOLUTION 89-95 DATE: DECEMBER 8, 1995 This is before the Commission to adopt Resolution No. 89-95 supporting the Palm Beach County Graffiti Eradication Program prepared by the Criminal Justice Commission. The Municipal League is endorsing a policy of zero tolerance, and requesting the Criminal Justice Commission to coordinate the implementation of the program. The outline of the Program is attached to the resolution. The only direct effect on us is that some graffiti in Delray Beach may be reported to the Graffiti Hotline. The report would then be relayed to us for action. While the Program is certainly a step forward, in our experience, starting steps 6-10 thirty days after the initial report is not compatible with the stated objective of "eradication". The League membership voted to endorse this program by passing the attached resolution and each city is being encouraged to adopt a similar resolution in support of this program.
