Schmidt, has instructed me to announce a Special Meeting of the City Commission to be held for the following purposes: AUTHORIZATION TO PROCEED/ADELPHIA; Authorize staff to proceed with hiring Leibowitz & Associates in conjunction with Rice Pugatch Robinson & Schiller, P.A. in an amount not to exceed $5,000.00 to represent the City in Adelphia bankruptcy proceeding. Schmidt City Mayor City of Delray Beach 100 N.W. !st Ave. Delray Beach, FL 334,~ Dear Mr. Mayor, ! am writing to you on behalf of my company the Ramblin' Rose Riverboat, Inc., which has held the license agreement to operate a cruise boat from Veterans Park sirice 1991. ! am interested in hearing any thoughts or ideas you may have as to the future direction you would like to see this operation take. ! am making these inquiries because ! am unclear on some past-decisions made by the City Commission. !f it is the City's interest to create more revenue and more availability from visiting commercial charter vessels, then ! would not oppose the elimination of the current ordinance whichrestfict3 commercial vessels to six pick-ups peryear. !n conjunction however, the City would need to amend the current license agreement with reference to vessel passenger capacity. This requirement therefore eliminates a competing threat. Simply put, large vessels have different markets than smaller vessels. Times have changed. Markets have changed. Public cruise boats such as the original paddlewheeler Ramblin' Rose can no longer financially make it at this locale. These types of vessels are plagued with large debt service, large labor costs, high maintenance, and high insurance premiums. Gambling cruise ships operating out of the Port of Palm Beach and Port Everglades in Fort Lauderdale offer discounted fares, food and drink for the lure of offshore gambling has undoubtedly over the years killed the growth of the small public dinner boat. The following large local public riverboats have gone out of business and have not been replaced. The Paddlewheel Queen, Fort Lauderdale Miss Ocean World, Fort Lauderdale The Hidden Harbor, Lighthouse Point The Star of Palm Beach, Palm Beach The Ramblin' Rose ![, Delray Beach Enclosed are recent photos of a vessel ! think would operate successfully from Veteran's Park. This vessel is 40 feet In length and Is United States Coast Guard approved to carry 44 passengers. It also has a proven "eye appeal" with the ridir~g public. This vessel is also fiberglass and is in like new condition. The proposed ":Island Girl" will continue to offer public da.vtime lunch/sightseeing trips to restaurants in Boca Raton and Boynton Beach. Cruise fares will be affordable in or about $14.00 per individual. Evenings will offer something new and exciting for Delray Beach. ^ forty-five minute trip for $5.00 per individual departing on the hour from 4:00 p.m. thru :10:00 p.m. These short inexpensive rides are intended to act as "after dinner" cruises. Special recognition in the form of a discounted fare will be given to patrons who provide a same day, dinner receipt in excess of $:15.00 or more from ONLY downtown Atlantic Ave. restaurants. :In the past, the larger Ramblin' Rose served food, drink and competed for part of the downtown dinner market.
