A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF DELRAY BEACH, FLORIDA, SUPPORTING THE CONCEPT
OF AMTRAK SERVICE FROM JACKSONVILLE TO MIAMI
ALONG THE FLORIDA EAST COAST RAILWAY CORRIDOR.
WHEREAS, AMTRAK presently does not provide full service
to heavily populated coastal communities between Jacksonville and
Miami; and,
WHEREAS, the existing Florida East Coast freight rail
lines between Jacksonville, Delray Beach, and points south will
facilitate this service contingent upon improvements to
accommodate passenger train service; and,
WHE~AS, regular AMTRAK service along the East Coast
would provide Treasure Coast and Palm Beach County residents with
a transportation alternative, and better, more diverse service;
and,
WHEREAS, regular AMTRAK service would facilitate
inter-city transportation service and commerce by connecting
Treasure Coast communities such as Vero Beach, Ft. Pierce,
Stuart, and Delray Beach to Jacksonville and other important
destinations; and,
WHE~AS, such service could significantly enhance
ridership on the Tri-County Rail and metrorail, a facility of
significant State and Federal investment; and,
WHEREAS, a Delray Beach AMTRAK station on the Florida
East Coast rail line would further the City's goal of
revitalizing its downtown area,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CI~ OF DELRAY BEACH, FLORIDA, AS FOLLOWS:
Section 1. That the City Commission of the City of
Delray Beach, Florida, supports the concept of AMTRAK service
between Jacksonville and Miami along the east coast corridor of
the FEC, with a station in Delray Beach, and supports the efforts
of the Florida Department of Transportation to initiate such
service as soon as is possible.
PASSED AND ADOPTED in regular session on this the 14th
day of April, 1992.

This is a resolution supporting the concept of AMTRAK service from
Jacksonville to Miami along the Florida East Coast (FEC) Railway
corridor.
The Florida Department of Transportation and AMTRAK are in the
initial stages of negotiations with FEC for the use of their rail
corridor for passenger service. Establishment of service along this
corridor has the potential for providing improved, convenient service
between downtown centers along the east coast. The Treasure Coast
Regional Planning Council has adopted a similar resolution and has
asked Treasure Coast cities to participate as well.
Recommend approval of Resolution No. 36-92 supporting the concept of
AMTRAK service from Jacksonville to Miami along the Florida East
Coast (FEC) Railway corridor.

ACTION REQUESTED OF THE COMMISSION:
The action requested of the Commission is that of adoption
of the attached resolution supporting the establishment of
AMTRACK service between Jacksonville and Miami along the
Florida East Coast (F.E.C.) rail corridor.
BACKGROUND:
The Treasure Coast Regional Planning Council (TCRPC) has passed
a resolution endorsing the establishment of AMTRACK service
between Jacksonville and Miami along the FEC corridor. The
Florida Department of Transportation and AMTRACK are in the
initial stages of negotiations with FEC for use of their rail
corridor for passenger service. Establishment of passenger
service along this corridor has the potential for providing
improved, convenient service between downtown centers along the
east coast. The TCRPC has asked Treasure Coast cities and
counties to support this concept through the adoption of a
resolution, which will be forwarded to FDOT in Tallahassee.
Station locations along the route have not been identified at
this stage of the negotiations. We nave amended the draft
resolution provided by the TCRPC to include specific references
to a station in downtown Delray Beach. Service to the downtown
could add a significant contribution to our redevelopment
efforts.
RECOMMENDED ACTION:
By motion, adopt the resolution supporting this service.

The Treasure Coast Regional Planning Council adopted the
attached Resolution at its March 20, 1992 meeting. It
supports the concept of AMTRACK service between Jacksonville
and Miami within the FEC Corridor.
Council believes such service would benefit the Region and
its local governments in many ways, and would strongly
encourage and request that each local government send a
similar resolution supporting this concept to the FDOT in
Tallahassee. In order to have maximum impact, we would
encourage these resolutions be transmitted to FDOT by April
30, 1992.

Dear Ms. Harty:
We appreciate your letter and resolution of support for AMTRAK
intercity rail passenger service to points along Florida's East
Coast between and including Jacksonville and Miami, Florida.
Over the past few months, the Florida Department of
Transportation (FDOT) has had as its primary focus the priority
issue of developing the Sunset Limited transcontinental rail
passenger link between Los Angeles and Miami, Florida. This
project will increase the level of rail passenger service within
Florida and will provide an opportunity to pursue the development
of service along Florida's East Coast. Now that financial
commitments have been made and work is underway on the Sunset
Limited, the Florida East Coast service will be a priority.
The FDOT has held preliminary meetings with AMTRAK
representatives, the Florida East Coast Railroad (FEC), and
various civic groups exploring the level of interest relative to
instituting rail passenger services along Florida's East Coast.
The FEC corridor between Jacksonville south to Miami due to
population densities, proximity to tourist attractions, and
excellent condition of track and infrastructure represents a
natural opportunity for providing alternative transportation at
reasonable cost.
