After evaluating various alternatives, ranging from the original FDOT proposal to simply repaying the existing roadway without any other changes, we have reached agreement on the following proposal that we are forwarding to the City Commission for their review and adoption as the City's official response to FDOT. This Consensus Proposal is the result of thorough discussion, careful analysis of the details of every roadway section between Linton Blvd and Pelican Lane, and reflects compromise on the part of all parties involved. As with any compromise that required tremendous effort, give and take by all parties - it should be understood that this document is delicately balanced. There arc several recommendations in this report that, if not achieved or achievable, could become "deal breakers" for our Working Group. To ensure that the final plan for AIA meets the intent of the Consensus Group, we propose to continue our work and review the plan as it winds its way through the negotiating and approval processes to final approval. If, in the opinion of the Consensus Group, substantive changes to the proposal are made that upset the delicate balance of interests achieved by our deliberations, we would be fomed to withdraw our support. Our expectation, however, is that with the City's support and our continued active involvement, FDOT will agree with the consensus plan. Traffic Calming and Parking: FDOT proposed an increase in the speed limit from 30 mph to 35 mph beginning just south of the Seagate Club going north to the border of Delray Beach. The Consensus Proposal recommends a decrease in the speed limit from 30 mph to 25 mph. Because of the large number of pedestrians (residents and tourists) crossing A1A in this area we also recommend reducing the travel lane width between Casuarina and George Bush from 11 feet to 10 feet (north of thc public beach the travel lanes are already 10 feet) and constructing all the crosswalks with brick pavers. Additionally, the crosswalks should be slightly romped and elevated similar to the construction of thc crosswalks in Pineapple Grove. These crosswalks would be engineered so that motorists and bicyclists can safely travel over them at 25 mph and should also have the pedestrian activated "safe crossing mechanisms". In addition to "calming'" traffic in this area, reducing mad width also has the benefit of helping to facilitate the need to add bicycle pathways, undesignated shoulders and sidewalks while still maintaining the desired character of the area and respecting private property. The FDOT proposal replaces angled parking spaces with parallel spaces resulting in a reduction in parking capacity. FDOT proposes adding spaces on thc cast side of AlA at thc north end of the public beach or to add spaces on the east side of A1A across from the Marriott Hotel. Added spaces at thc north end of the beach are too far away from thc businesses on A lA, arc not permitted by deed restrictions and added spaces across from thc Marriott would result in thc loss of the south bound right turn lane at Atlantic Avenue making both alternatives unacceptable, Our Central Business District on the beach is a very small portion of the 2.5 miles of beach. The angled parking is critical to the needs of our businesses. The Consensus Proposal recommends keeping the angled parking "as is" or to convert these spaces to "reverse" angle parking spaces. This approach has been used successfully in other cities, and with the blessing of other State DOT's, with a resultant reduction in bike-car accident rotes. Pedestrian Sidewalks and Crosswalks: The FDOT proposal includes the addition of extensive stretches of new sidewalks on the east and west sides of A1A. This would result in a continuous sidewalk from Linton to George Bush on the east side of the road and with the exception of the stretch between Casuarina and Ingraham a continuous sidewalk along the entire length of A IA on the west side. Additionally, some of the existing sidewalks would be relocated substantially closer to residential property lines. This proposal would have a very negative impact on the existing landscaping. The Consensus Proposal calls for no new sidewalks to be added on the east side between Linton to Seagate and from the north end of the public beach to Pelican Lane, as initially proposed by FDOT. The Consensus Proposal does recommend thc following: First, all existing sidewalks, with the exception of the sidewalk on the west side running from the north end of thc public beach to George Bush (which we recommend be moved one foot westward), would remain in their present locations. Second, sidewalks would be added on both sides of A1A from approximately the Seagate Club to Casuarina Road. This would complete the sidewalk on the west side of A1A between Linton Boulevard and Casuarina Road; and on the cast side provide a safe path for people going to and from the Seagate Club and the traffic signal at Casuarina Road. Third, on the west side of A1A, a new sidewalk would be added to connect Casuarina Road with the sidewalk that ends at Ingraham. Because there isn't enough right-of-way, (and we do not recommend purchasing additional right-of-way) this sidewalk will have to be less than six feet to allow green space between its west edge and the walls resting on private property. Having this green space is impotent as it relates to the character of the area and a sidewalk, even if it is less than six feet, still is an important safety improvement for those using the parking areas west of A1A. Fourth, on the west side of A1A, the existing sidewalk in front of the Marriott Hotel would be extended to Thomas Street. In some areas walls would have to be relocated where they are currently built in the right of way, but we also recommend an area of"green space" between the new sidewalks and any relocated walls to avoid the "wall-to-wall cement" look that is evident on A1A in Ft. Lauderdale. Finally, on the west side of the road, running from the corner of Atlantic and A1A southward, the sidewalk would be widened as recommended in the City's Master Plan. The resulting sidewalk should be constant in width within the area zoned CBD. The Consensus Proposal would maintain the existing crosswalks except for one of the two located at Atlantic Dunes Park (which would be eliminated) and would add one crosswalk at Thomas Street. Width of A1A including Shoulders for Bike Paths: The FDOT proposal would widen AIA by 5 feet on each side (10 feet in total) for a significant portion of the roadway between Linton and George Bush to provide shoulders for bicycles on both sides of the road. The Consensus Group studied the FDOT proposal in three sections: (1) Linton Boulevard to Casuarina Road; (2) Casuarina Road to Atlantic Avenue; and (3) Atlantic Avenue to George Bush Boulevard. From Linton to Casuarinn the travel lanes vary from 11 to 12 feet - the Consensus Proposal recommends consistent 11-foot travel lanes (to just south of the Seagate Club) and adding up to 3-foot shoulders (undesignated bicycle pathways) on both sides of A1A to just south of the Seagate Club. Starting just south of the Seagate Club running to Casuarina only 2 feet would be required on each side because the Consensus Group recommends 10 foot travel lanes in this area. Since there is a significant amount of green space on this stretch of A1A the visual impact of this widening will be minimal and should be "softened" by added landscaping. From Cnsuarlna to Atlantic Avenue, thc Consensus Group recommends 10-foot travel lanes (sec Traffic Calming section); a 3-foot undesignated bicycle pathway on the west side; and a 5-foot shoulder on the east side next to the parallel and angled parking. The wider space on the east side is nocessitated to protoct against bicycle accidents caused by door openings of parked vehicles. No increase in overall road width is required. Our proposal also retains thc northbound lef~-turu lane at the intersection of AlA and Atlantic Avenue. From Atlantic Avenue to George Bush, the Consensus Proposal recommends 10=foot travel lanes (See Traffic Calming section), and includes a 3-foot shoulder on both sides of the A1A except next to parallel vehicle parking where the path is 5 feet. The Consensus Proposal would result in a road width increase ofnn more than 2 feet except at the very nor'th end of this section where the existing travel lanes are 10 feet. In this area 6 feet would be added to the west side of the road - the east edge of the road would remain in its present location. In this area (north of the no~h end of beach) - we recommend moving the sidewalk 1 foot to the west, leaving approximately a 5 foot area of swale (green space) between the west edge of road and east edge of sidewalk. Landscaping: The Consensus Proposal for sidewalks and width of mad minimizes the impact on the existing trees and landscaping. Furthermore, we recommend that a landscaping plan be developed for the entire corridor that will enhance the overall appearance of the roadway. We do not want the new landscaping to have the look ora "planned" community. The plan needs to be creative - for example, the usc of trees to create a canopy should be considered. This is also the ideal opportunity to explore other enhancements within the CBD area such as brick paved sidewalks (both sides), bench seating and low level lighting. Street Li~hflne: The FDOT proposal Includes the relocation of all overhead road lighting from the west side to the east side of A1A. The Consensus Proposal recommends keeping all overhead lighting on the west side of the road. Additionally, we recommend adding low level lights along the sidewalk on the east side of A1A within the CBD zoned area on the condition that they would be turned offat 9 pm. Additionally, if use of these lights prevented sea grape trimming in the future because of turtle nesting or other issues, they would not be used so that a trimming program could be implemented. Timlne of Roadwork: The Consensus Group also recommends the city and FDOT develop a time table that will minimize the impact of all construction (but particularly the water main project) that will occur within the CBD area, to the "off season," approximately May - Nov. Other Recommendations: The Consensus Group endorses the FDOT proposal to install new "mast ann" traffic signals. Furthermore we recommend that all existing and new utility lines be moved from overhead to underground and that several intersection issues be resolved. For instance, at the southwest comer of Casuarina the button for pedestrians to activate the traffic signal is too high and impossible to reach and at Linton and A1A it is impossible for pedestrians to cross Linton or A1A. Certainly this should be addressed when the new mast arm signal is installed as part of this project but we hope it could be resolved well in advance of this project. As this project moves forward thc Consensus Group feels it important to request that if implementation of the Federal Highway / US 1 corridor study project becomes reality, that its construction not be done at the same time as the A1A project. Both roadways arc the two major non-I95 north-south corridors in Delray, and at least one should always be unobstructed while the other is under construction. Both now and upon completion of this project it is important that thc City enforce traffic regulations for motorists and bicyclists traveling on A1A. Finally, we believe that thc Consensus Group should be charged with responsibility to monitor this project throughout the entire construction period. This ongoing review should help ensure that the project stay timely and meet the city's and DOT's agreed upon recommendations. I agrae with these comments with the exception of the paved shoulder width from Beach Ddve north to George Bush Boulevard. If any road in Delray Beach needs bicycle facilities it is A1A. This road carries far mora bicycle traffic than any other rood in the City. In my opinion, adding two feet of pavement to provide four foot shoulders instead of three foot would graatly improve bicycle safety with minimal impact on landscaping or the overall appearance of the road. I also want to further emphasize the importance of extending the sidewalk on the west side northward to Beach Drive. Over the years we have had a number of requests from rasidents for a sidewalk in this araa. Now is the time to have it installed. Krejcarek, P.E. 20 Feb 2004 SR AtA- Linton Blvd to George Bush Blvd Review of Consensus Groups Recommendations Staff Recommendations Project 2002-018 & 2002-023 This memo represents staff's review and recommendations of the Consensus Groups proposal for improvements along the SR Al^ corridor between Linton Boulevard and Pelican Lane. Background There is a segment of SR A1A, between the southern city limit with Highland Beach and Linton Boulevard, recently completed by Florida Department of Transportation (FDOT). This section was resurfaced with the addition of 4 feet of paved shoulder on each side to accommodate bicyclists. The travel lanes along this section are 11 feet wide. The Downtown Master Plan identified the public beach along SR A1A as a "regional destination". Since beach access is obtainable via motor vehicle, bicycle, and foot, any considerations for this corridor need to provide adequate accommodations for all users. The proposed water main replacement project along this corridor is a result of the FDOT project. There is a need to replace the existing water main for the following reasons: the main, which is over 40 years old, has lead joint pipe, which is prone to leaking, the main meanders underneath A1A, the existing main is undersized for the demand increase experienced on the barrier island, and the new main will provide adequate fire protection. Staff recommendations will follow the same outline as the consensus group so that comparisons and differences can easily be noted. Traffic Calming and Parking Due to the high concentration of pedestrian use (crossing in and east-west direction) along this corridor, between Casuarina Road and George Bush Boulevard, there is justification for requesting a speed limit reduction from 30 mph to 25 mph. Every effort needs to be made to provide safe and reasonable crossing for pedestrians. This could include raised pedestrian cross walks that encourage the motor vehicles to adhere to the reduced 25 mph speed limit. Parking is a concern'to business owners as well as beach patrons. With the addition of a designated or undesignated bicycle path on the east side of this corridor the angle parking should be retained but in a "reverse direction", i.e. all angle parking would be "back in only". This type of parking has been used successfully in other areas of the country where angle parking conflicts with bicyclist. Tucson, AZ has seen the number of bicycle-car crashes reduce from 3-4 per month to no crashes in the four years after implementation. Education will be an important factor in the success of reverse angle parking. Pedestrian Sidewalks and Crosswalks Concurrence with the Consensus Group's sidewalk recommendation with the following exceptions: 1) Minimum sidewalk width proposed should be five feet. 2) The proposed sidewalk on the west side of the corridor north of the Marriott Hotel should extend to Beach Drive. There is sufficient existing right-of-way on the west side from the Marriott north to Beach Drive. There are existing sections on the west side that already have approximately four feet of paved shoulder. There still exists sufficient right-of-way to add landscaping that provides the appropriate look and feel while also providing a safe environment for pedestrians. 3) The widening of the existing sidewalk on the west side just south of Atlantic Avenue may or may not be achievable. The downtown plan had recommended removal of the northbound to westbound turn lane on SR A1A. If this turn lane is retained the amount of sidewalk widening would be limited. Width of AtA Including Shoulders for Bicyclists The American Association of State Highway and Transportation Officials (ASSHTO), Guide for the Development of Bicycle Facilities, notes that "An operating space of 1.2 m (4 feet) is assumed as the minimum width for any facility designed for exclusive or preferential use by bicyclists." When providing for a use along this corridor consideration should be made to provide sufficient space for that use. Therefore the following recommendations are being made with regard to the space for bicyclists: Linton to Casuarina: This length is currently the most open with regards to width of exiting rights-of-way. Eleven foot travel lanes with 4 foot paved shoulders should be provided in both directions along this section. Casuarina Road to Atlantic Avenue: This, section as discussed earlier, should have the speed limit reduced to 25 mph. In an effort to help achieve this goal the travel lanes should be 10 feet wide. The bicycle path/lane on the east side should be 5 feet wide, because of the parallel and angle parking along this side. On the west side, if curb and gutter is installed along with the sidewalk, a 3 foot shoulder should be sufficient because the curb and gutter provides an additional foot of width. Atlantic Avenue to Beach Drive: This, section as discussed earlier, should have the speed limit reduced to 25 mph. In an effort to help achieve this goal the travel lanes should be 10 feet wide. On the west side, if curb and gutter is installed along with the sidewalk, a 3 foot shoulder should be sufficient as mentioned above. Beach Drive to George Bush Boulevard: Due to the restricted right-of-way along this section and because of the desire to enhance landscaping along the entire corridor, 3 foot paved shoulders is the maximum extent available. This would allow the possibility of additional landscaping along this section. Landscaping Agree with Consensus Group recommendation Street Lighting While the Consensus Group recommends retaining the lights on the west side of the corridor, it would also be desirable to replace existing overhead street lights with decorative street lights, similar to what exists on Atlantic Avenue. These decorative street lights could be placed on the west side along the public beach area and the recommended Iow level lights be placed along the sidewalk on the east side. Timing of Roadwork Agree with consensus group. Other Recommendations It is recommended that coordination and implementation of the Commission's recommendations be handled by staff. It is imperative that the Consensus Group be kept informed, but ultimately staff should be charged with implementation. Finally, the topic of burying all utilities needs careful consideration. Initial conversations with FPL indicate that not only will it cost approximately $300/lineal foot of lines buried, but FPL will also look for easements outside the existing rights-of-way for all transformers that need to be removed from existing poles. The City would also be required to enter into an agreement obligating the City to pay for any maintenance required for individual buried service connections. Minimum 20 pages. f, Streaming Video Broadcast - Video On-Demand: A library of 26 full-length episodes of Wodd Business Review will be available on demand via the world-wide-web in streaming video. A hypedink will be featured on WBRTV, com for three (3) full months. g. Two Phase Corporate Executives & Managers E-Mail Data Base: Up to 1,000 email press releases will be issued notifying recipients regarding the appearance. The email will also have links to your web site as well as the World Business Review website. h. Custom Demo Tape: Production of a custom demo tape will be introduced by General Alexander Haig will contain the World Business Review show open, mission statement, your 15 minute segment, and contact information. Limited license dghts for you to use your footage for non-television broadcast use. i. Licensing Rights for Custom Demo Tape: Delray Beach will receive the Beta SP of the Custom Demo Tape for non-television broadcast use. J. On Location Field Report: Delray Beach will receive one half day on location shoot at the one location within city limits. k. Licensing Rights for On Location Field Footage: Delray Beach to receive the Beta SP of your raw field footage. Full license rights of all raw footage from the on location shoot to use in any format. I. Digitized Video: Delray Beach will be provided in digitized format to use on your web site, in emails and other electronic venues 11. Office Space and property: MEP will build a structure for its own use as well as other assignees. t2. Review of Conceptual Plan: Delray Beach will be provided an opportunity to review the conceptual plans for the project. City of DELRAY BEACH to Provide: 1. Series Location: The City of Delrey Beach will, upon agreement of legal representation of beth parties, transfer deed and control of the Southeastern-most comer of the block, commonly referred to as the Tennis Center, approximately 10,000 square feet grassy area bounded by West Atlantic Avenue and Northwest 1st Avenue, of, and allow MEP to build on their land. 2. Advisory Panel: The Mayor, City Manager and President of the Delray Beach Chamber of Commerce agree to be part of an advisory board, agree to release a picture, wdte a letter of acceptance and enthusiasm about the mission of the show, and allow MEP to utilize all of this in our media package to help prrecure underwriting for the series. 3. Storylines: City and Chamber must provide a list of potential storylines of local interest and recommended trades people for the project. MEP is an independent production company and is not affiiiated with any of the distribution outlets listed above* except www.wbdv.com, therefore no other venue is a party to this agreement. The parties recognizing and agreeing that this agreement was entered into within the state of FIodda similarly agree that venue and jurisdiction shall be exclusively in the courts of Palm Beach County, Fledda. Failure of MEP to produce or distribute Architecture and Design Television and WBR nationally due to force majeure, including an act of God, fire, Federal, State, or Municipal law, government regulation or order, a contract or labor dispute or acts or omissions of commercial carders or vendors, shall not be construed as a breach of this agreement. MEP will correct any production failure caused by force majeure and distribute the program through comparable syndication channels. In order to maintain the highest quality standards in production, promotion, and distribution of WBR and ADTV, MEP reserves the dght to modify any benefit provided herein, upon pdor notification to participaat by providing a benefit of equal or greater value. It is understood and agreed that MEP has the unconditional right to use the segment or any portion thereof for any lawful business purpose and that MEP maintains final editorial control of the segmenlJpragram.
