Res 03-87 RESOLUTION NO. 3-87 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, TO THE CONGRESS OF THE UNITED STATES URGING CONGRESS TO ADOPT LEGISLATION RELATING TO THE SOCIAL SECURITY ACT. WHEREAS, at the present time under the Social Security Act individuals who became eligible for benefits in or after 1979 received reduced benefit levels compared to individuals who became eligible prior to 1979 resulting from changes made in 1977 in the benefit computation formula; and, WHEREAS, this disparity in benefit levels has been referred to as the "notch" and has resulted in reduced benefits having been awarded to approximately 10.6 million persons; and, WHEREAS, any remedy for narrowing the gap in benefits is complicated because the notch has been in use since 1979; and, WHEREAS, it is appropriate that the City of Delray Beach take a stand in support of this legislation to protect the rights of the citizens of our state, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS: Section 1. That the Congress of the United States is urged to adopt legislation to eliminate the disparity in benefit levels awarded under the Social Security Act with respect to benefits awarded prior to 1979 and in and after 1979 so as to provide equitable benefits for all retirees. Section 2. That copies of this resolution be dispatched to the President of the United States, to the President of the Unites States Senate, to the Speaker of the United States House of Representatives, and to each member of the Florida delegation to the United States Congress.
