RESOLUTION NO. 41-87
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY
BEACH, FLORIDA, ADOPTING AND SETTING FORTH ITS POLICIES
AND PROCEDURES WITH REGARD TO SELECTION OF MEMBERS
FOR THE CITY'S BOARDS, COMMISSIONS, AND COMMITTEES;
PROVIDING FOR THE TRANSMITTAL OF COPIES OF THIS RESOLU-
TION.
WHEREAS, the City Council of the City of Delray Beach, Florida, ~in an effort
to more formally and succinctly set forth the policies and procedures of the City
Council with regard to the selection process for membership on the City's boards,
commissions, and committees wishes to adopt this Resolution; and,
WHEREAS, the City Council of the City of Delray Beach, Florida, deems that
it is in the best interests of the residents and citizens of the City of Delray Beach to
adopt such formal policies and procedures in order to endeavor to enhance the ability of
such citizens to participate in the City's governmental processes by membership on its
boards, commissions, and committees.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DELRAY BEACH, FLORIDA, AS FOLLOWS:
Section 1. That the City Council of the City of Delray Beach, Florida, does
hereby adopt the following policies and procedures with regard to selection by the City
Council for membership on the City of Delray Beach's boards, commissions, and commit-
tees, as follows:
A. Whenever vacancies shall occur on any of the City's boards, commissions, or
committees, such bodies are instructed to advertise such vacancies in newspapers
of general circulation in the community, with the assistance of the City Clerk's
Office, which advertisement shall disclose the nature of the vacancy, the qualifica-
tions to fill such vacancy, the general duties of such board, commission, and
committee, and the procedures for submission of resumes or other background
information to the board, commission, or committee for their review.
B. Upon receipt of expressions of interest and background materials from prospective
new board, commission, or committee members, such bodies shall review same and
shall periodically provide to the City Council a list of recommended persons who
are qualified to fill vacancies on the respective board, commission, and committee
and to rank said prospective members in the order of requested selection by the
board, commission, or committee.
C. That all such recommendations by a board, commission, or committee shall set forth
fully the qualifications of each of the prospective members to fill the vacancies of
the board, including any past experience on other boards, commissions, or com-
mittees of the City and other relevant qualifications.
D. That the recommendation and ranking of such prospective members by any board,
commission or committee shall be deemed advisory to the City Council, who may
make selections based on said recommendations or selections out of order on said
recommendation list, or persons not appearing on said list as the best interests of
the City require.
Section 2. That. the City Clerk is hereby authorized and directed to provide
copies of this Resolution to the chairpersons of each board, commission, and committee
of the City of Delray Beach, and requesting their compliance with same.
