Res 42-87 RESOLUTION NO. 42-87 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, ADOPTING AND SETTING FORTH ITS POLICIES AND PROCEDURES WITH REGARD TO SELECTION OF MEMBERS FOR THE CITY'S BOARDS AND COMMITTEES; PROVIDING FOR THE TRANSMITTAL OF COPIES OF THIS RESOLUTION. WHEREAS, the City Council of the City of Delray Beach, Florida, in an effort to more formally and succinctly set forth the policies and procedures of the City Council with regard to the selection process for membership on the City's boards and committees wishes to adopt this Resolution; and, WHEREAS, the City Council of the City of Delray Beach, Florida, deems that it is in the best interests of the residents and citizens of the City of Delray Beach to adopt such formal policies and procedures in order to endeavor to enhance the ability of such citizens to participate in the City's governmental proce~-~es by membership on its boards and committees. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS: ~. That the City Council of the City of Delray Beach, Florida does hereby adopt the following policies and procedures with regard to selection by the City Council for membership on the City of Delray Beach's boards and committees, as follows: a.) At least one month prior to the effective date of any vacancy on a City board or committee, the City Manager or his/her designee shall notify the City Commission of the vacancy at a regular meeting of the City Commission. Where a vacancy occurs because of a resignation or emergency, the City Manager or his/her designee shall notify the City Commission of the vacancy as soon as possible. b.) In the case of reappointments or where alternate members seek appointment as a regular member, the City Commission by consensus, may determine whether to advertise the vacancy on a case by case basis. c.) All new appointments for vacancies on the City's boards or committees shall be advertised in two newspape£s of general circulation in the community, two times in the ten day period following the notification of the Comnission of said vacancy by the City Manager or his/]~er designee. d.) The aforesaid advertisem~nt shall include the nature of said vacancy, the required qualifications as specified by ordinance, the general duties of the position, procedures for the submission of applica- tions, resumes or other background information and the times and frequency that said board or committee normally meets. e.) Applications, resumes or other background informa- tion shall be submitted to the City Manager who shall then submit the documentation to the City Commission for their review. f.) At a regular meeting, the City Commission shall rank the applicants and vote to fill the vacancy. g.) All applicants may attend the workshop session held prior to the formal vote taken by the City Commission at a regular meeting, to speak on their behalf. h.) Where a board or committee member has served for the maximum period of time permitted by the Code of Ordinances of the City of Delray Beach, Florida, the board or committee member shall not be eligible to reapply for the vacancy for a period of one year. Section 2. That the City Clerk is hereby authorized and directed to provide copies of this Resolution to the chairpersons of each board, commission, and committee of the City of Delray Beach, and requesting their compliance with same.
