A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY
BEACH, FLORIDA, TO THE "TASK FORCE ON GROWTH MANAGE-
MENT AND INTERGOVERNMENTAL COORDINATION" RE(~UESTING
RECONSIDERATION AND CHANGES TO THE METHODOLOGY FOR
SELECTION OF THE MUNICIPALITIES' MEMBERS TO THE
PROPOSED COUNTY-WIDE PLANNING COUNCIL; PROVIDING FOR
COPIES OF THIS RESOLUTION; PROVIDING FOR REQUESTING
ADOPTION OF THIS RESOLUTION BY OTHER LOCAL GOVERN-
MENTAL AGENCIES; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the "Task Force On Growth Management and Intergovernmental
Coordination" has formulated a proposal for the establishment of a County-Wide Planning
Council; and,
WHEREAS, the composition and formation of such a County-Wide Planning
Council is proposed to be an addition to the Charter of Palm Beach County, with the
proposal now set to be presented to the voters of Palm Beach County at a referendum
to approve such a charter change at the elections scheduled for November, 1986; and,
WHEREAS, the membership on such a proposed County-Wide Planning Council
is to be members from Palm Beach County, one membe? from the South Florida Water
Management District, and nine members from municipalitie~ in the County; and,
WHEREAS, the membership from the County's municipalities is to be composed
of members selected by the Palm Beach County Municipal League; and,
WHEREAS, since the formation of such a Council and methodology for selection
of its membership would, if approved by the voter, become a part of the Charter of
Palm Beach County, and thus could only be modified or amended in the future by
another voter-approved charter amendment referendum, which process is extremely
time-consuming and burdensome; and,
WHEREAS, since the proposal, if adopted, wil! utilize the Palm Beach County
Municipal League as an entity in the procedure to select ~he membership of the proposal
Council, which such Municipal League's existence cannot be guaranteed to exist in the
future, unlike the member municipalities; and,
WHEREAS, since the population of the five larges cities in the county have
over one-half of the entire population of all incorporated areas within Palm Beach
County; and,
WHEREAS, for ease of administration, continued ability to comply with Palm
Beach County Charter requirements, and fairness to all the voters and residents of
Palm Beach County, it is hereby deemed to be in the best interests of all such citizens
to have the municipalities' membership selected by having one member from each of the
five largest cities of the county, with the remaining four members selected by the
remaining municipalities by caucus of such municipalities at a regularly scheduled
meeting of the Palm Beach County Municipal League or at such other time and place as
may be determined in the future.
NOW, THEREFORE, BE IT RESOLVED BY THE THE CITY COUNCIL OF THE
CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS:
Section 1. That the "Task Force On Growth Management and Intergovern-
mental Coordination" is hereby requested to reconsider the proposed methodology for
selection of participating municipalities in the proposed County-Wide Planning Council to
make such selection to be as follows: one member from each of the five largest cities,
by population, in Palm Beach County, and the four remaining municipality members to
be selected by the remaining municipalities by caucus of such municipalities at a
regularly scheduled meeting of the Palm Beach County Municipal League or at such
other time and plac~ as may be determined in the future.
Section 2. That copies of this Resolution shall be provided to the Board of
County Commissioners of Palm Beach County, the Palm Beach County Municipal League,
all other municipalities in Palm Beach County, and to Kenneth Adams, as Chairperson of
the "Task Force on Growth Management and Intergovernmental Coordination".
Section 3. That all other municipalities in Palm Beach County are hereby
requested and urged to adopt Resolutions similar to this Resolution at their earliest
opportunity.
Section 4. That this Resolution shall become effective immediately upon its
passage.
