Res 23-84 RESOLUTION NO. 23=8t~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, EXPRESSING THE CITY COUNCIL'S OPPOSITION TO THE "MUNICIPAL SUNSET LAW" WHICH PROPOSES THE ELIMINATION OF MUNICIPAL GOVERNMENTS WITH POPULATIONS OF UNDER 5,000; PRO- VIDING FOR FURNISHING COPIES OF THIS RESOLUTION. WHEREAS, the Select Committee on Growth Management is presently considering a municipal sunset law which proposes the elimination of municipalities with populations of less than 5,000; and, WHEREAS, the City Council supports the rights of fellow Floridians to be governed in a manner which they believe provides the most responsive, cost-effective and beneficial delivery of required municipal services; and, WHEREAS, the City Council believes that the particular geographic, historical and economic characteristics of some communities have necessitated the development of municipalities from communities with only a few hundred or a few thousand people; and, WHEREAS, the City Council believes that the number of citizens in a governmental unit is not proper measure by which to gauge the efficacy of that unit or the responsiveness of that government to the problems of growth. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS: Section I. That the City Council of the City of Delray Beach, Florida, declares its opposition to the "municipal sunset law" and any other bill which seeks to revoke the charter of governmental units based solely on the criteria of population. Section 2. That the City Clerk is hereby authorized and directed to furnish a copy of this resolution to members of the Select Committee on Growth Management, local members of the state legislature, and any other entity or individual requesting the same.
