Res 24-84 RESOLUTION NO. 2t~=St~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, EXPRESSING THE CITY COUNCIL'S OPPOSITION TO THE PLAN BY THE SOUTH COUNTY MIGRANT COORDINATING COUNCIL TO LOCATE HOUSING FOR MIGRANT LABOR WITHIN THE CITY OF DELRAY BEACH. WHEREAS, the City Co6ncil of the City of Deiray Beach is aware of plans by the South County Migrant Coordinating Council to locate housing for migrant farm workers on Southwest 10th Street along 12th, 13th and lgth Avenues in Delray Beach; and, WHEREAS, the City Council of the City of Delray Beach is sympathetic to the need to provide adequate housing for migrant workers; but, WHEREAS, the City Council of the City of Delray Beach is concerned that the subject project is planned for a neighborhood which already has a 208 unit subsidized housing development-and that the construction of additional migrant housing in that same neighborhood will result in an unwise concentration of subsidized housing consequently placing a great strain on the viability of that neighborhood. That strain will bear most directly upon the ability of the local schools, streets, recreational facilities and police and fire services to deal with the special problems created by housing transient farm workers in a concentrated urban setting; and, WHEREAS, the City Council of the City of Delray Beach fails to see the wisdom of placing a burden upon an urban neighborhood to house migrant workers in a location which is far from their work place and which asks them to endure a great loss of time and energy in just getting back and forth to work; and, WHEREAS, the community chosen 'for the subject project is unable to provide any specialized services and has no public transportation; and, WHEREAS, the employment which brings the migrant workers to Palm Beach County in search of housing exists entirely outside the limits of Delray Beach, but the cost of providing municipal services to the workers will be borne entirely by Delray Beach without the benefit of property taxes; and, WHEREAS, for these reasons, the City Council of the City of Delray Beach believes that the location of migrant housing within the City is contrary to the best interest of the City of De/ray Beach, the immediate neighborhood and the migrant workers themselves. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS: Section 1. That the City Council of the City of Delray Beach declares its opposition to the proposed plan by the South County Migrant Coordinating Council to lo. cate a housing development for migrant labor within the City of Delray Beach. Section 2. That the City Clerk is hereby authorized and directed to furnish this resolution to the Treasure Coast Regional Planning Council, the Farmer's Home Administration, South County Migrant Coordinating Council, the County Commission, and any other individual or entity requesting a copy of the resolution.
