A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DELRAY BEACH, FLORIDA, OPPOSING PROPOSED SENATE
BILL 38 AND HOUSE BILL 397.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS:
Section 1. That the City Council of the City of Delray
Beach, Florida, is opposed to the proposed Senate Bill 38 and
House Bill 397 as they relate to the certification of building
inspectors and the payment of fees for examinations and certifi-
cation.
Section 2. That the City Council of the City of Delray
Beach, Florida, bases its objection to proposed Senate Bill 38 and
House Bill 397 on the grounds that the City of Delray Beach is
ultimately responsible to its citizens for the quality of the
inspection performed by its building inspector, and it is the City
Council who employs building inspectors, and the payment of addi-
tional fees to the State of Florida for the administration of the
certification and examination will be of no benefit, but possible
detriment, to the citizens of the City of Delray Beach. In addi-
tion, certification by no means guarantees competency. The deter-
mination of the qualifications and whether or not to employ a
building inspector should be left to the decision of the ultimate
authority which is the City Counil.

day of April, 1983.
