Res 48-81 RESOLUTION NO. 48-81 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA SUPPORTING AND URGING THE PASSAGE OF CONGRESSMAN ROSENTHALL'S BILL (H.R. 3840) PROVIDING FOR A NATIONWIDE TWO YEAR MORATORIUM ON CONDOMINIUM CONVER- SIONS. WHEREAS, the City Council of the City of Delray Beach, Florida, recognizes that there presently is an acute shortage of affordable rental housing in the area, as well as in the nation; and, WHEREAS, the recent trends of conversion to condominium of many larger rental unit developments serves to magnify this rental housing shortage; and, WHEREAS, these condominium conversions impact most heavily on our retired citizens on limited, fixed incomes, who cannot afford to purchase the units when converted to condominiums; and, WHEREAS, Congressman Benjamin S. Rosenthall, Representative of the U. S. Congress from the Eighth District of New York, has introduced legislation (H. R. 3840) which would provide for a two year nationwide moratorium on conversions from rental units to condominiums (with the exception of "selfhelp" conversions by the tenants themselves); and, WHEREAS, the City Council of the City of Delray Beach, Florida, wishes to express its support of such legislation, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS:- Section 1. That the City Council of the City of Delray Beach, Florida, hereby expresses its support for and urges the passage of Con- gressman Rosenthall's Bill (H. R. 3840) which provides for a nationwide two year moratorium on condominium conversions (excepting "self-help" con- versions). Section 2. That the City Clerk is hereby authorized and directed to provide copies of this Resolution to Congressman Benjamin S. Rosenthall, Congressman Dan A.
