A RESOLUTION OF' THE CITY COUNCIL OF' THE CITY OF DELRAt
BEACH',. FLORIDA, CREATING A CITIZENS COMMITTEF-' TO BE EN-
TITLED THE "DELRAY BEACH HUMAN RELATIONS COMMITTEE"~, AND
SET~IN~ FORTE SUC~ COMMI~TEE'~ COMPOSITIONr PURPOS~ AND
AUTHORIT~ ..
WHEREAS, the City Council of the_ City of Delray Beach, Florida,
is cognizant of the danger and. potential hazm that might accrue to both
persons and property if persons or groups of persons in the community
should participate ia activities whickwoul& result in unlawful demonstra-
tions, confrontations, or riots; and,.
WHEREAS,. the City' Council of the City of Delray Beach, Florida,
wishes to reemphasize its- concern for the health, safety' and welfare of
all of the residents and citizens_ of the City of Delray Beach; and,
WHEREAS, i~ light of recent events evidencing tension in our
community, and because of the City Council's concern for the safety and
welfare of all individuals, the City Council of the City of Delray Beach
desires to take steps to provide for immediate relief in order to avoid
irreparable harm not only to persons and property, but also to the dignity
and reputatiom of the harmonious community we all have enjoyed in the past
and must strive to enjoy' i~ the future; and,
WHEREAS, the City Council of the City of Delray Beach,. Florida,
believes that all. citizens recognize that further strife and difficulty
between groups or factions, or between races, will result in great and
irreparable damage, to any community; and,
WHEREAS, the City Council of the City of Delray Beach.,. Florida,
is persuaded that proper safeguards and proper planning will help to avoid
situations which might give. rise to discord or injury to persons, property
or infringe upon the rights of others; and,
WHEREAS, in. recognition of each person's right to lawfully air
his or her grievances, the City Council of the City of Delray Beach,
Florida, wishes to provide an alternative forum for the peaceful redress
of citizens' complaints, or grievances,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF'
DELRAY BEACH, FLORIDA, AS FOLLOWS:
Section 1. That the City Council of the City of Delray Beach,
Florida, cognizant of its role in helping to preserve the dignity, peace
and harmony in the community, does hereby create an advisory citizens
committee, to be known hereafter the "Delray Beach Human Relations Com-
mittee".
Section 2. That said "Delray Beach Human Relations Committee"
shall, be composed of responsible, law abiding citizens, consisting of a
membership not to exceed twelve (12) persons to be chosen as follows:
Three (3) selections to be made by the President of the
South Palm Beach County Chapter of the NAACP;
Three (3) selections to be made by the President of the
l~cal Nacirema Club, Inc.;
Three (3) selections to be made by the Mayor of the City of
Delray Beach, Florida; and,
Three (3) selections to be made by the President. of the City
of Delray Beach Chamber of Commerce.
Section 3. That said "Delray Beach Human Relations Committee"'
shall be use~ as a forum- for the hearing of the grievances or complaints
of all citizens, and said committee shall make timely recommendations to
the City COuncil of the-City o~ Delray Beach, Florida,
PASSED AND ADOPTED in regula= session on this the 10th day of
November , 198L..
