A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY
BEACH, FLORIDA, PURSUANT TO ADMINISTRATIVE RULE 16B-23.05(3)
REGARDING INFORMATION FOR APPLICATIONS FOR EROSION CONTROL
TRUST FUND FUNDS, SETTING FORTH THE NEED FOR FUNDS TO
MONITOR THE BEACH EROSION CONTROL PROJECT, TO REVEGETATE
THE BEACH, TO MONITOR THE EFFECTS OF DREDGING ON THE
CORAL REEF, AND TO CONDUCT AN OFFSHORE SAND SEARCH.
WHEREAS, pursuant to Administrative Rule 16B-23.05(3), the City
of Delray Beach is required to submit this resolution as the applicant
agency for Erosion Control Trust Fund funds; and,
WHEREAS, the City of Delray Beach is committed to a program
of Coastal Restoration and Preservation; and,
WHEREAS, the City of Delray Beach has completed a Beach Main-
tenance Nourishment Project in 1978 on its municipal beach; and,
WHEREAS, the City of Delray Beach has experienced additional
maintenance costs due to the wind blown sand covering plantings, access-
ways and sidewalks; and,
WHEREAS, the long term effects of dredging on the coral reef must
be evaluated for future use; and,
WHEREAS, the City must locate sources of sand for future main-
tenance nourishment projects; and,
WHEREAS, the City must monitor the municipal beach to provide for
adequate erosion control planning; and,
WHEREAS, the City has prepared plans for construction of sand
fence and realignment of accesses by the addition of vegetation; and,
WHEREAS, the construction of sand fence and planting of vegeta-
tion will take place on the municipal beach of the City of Delray Beach;
and,
WHEREAS, the City of Delray Beach has engaged the services of a
consultant to perform monitoring studies and the sand search investiga-
tion; and,
WHEREAS, the studies will take place on the beach between the
north and south City limits to a water depth of 70 feet offshore, said
project area being more particularly described in the legal description
attached hereto and made a part hereof; and,
WHEREAS, the State of Florida has budgeted $166,500 for vegeta-
tion, sand search and environmental and beach monitoring,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DELRAY BEACH, FLORIDA, AS FOLLOWS:
Section 1. That the City of Delray Beach, pursuant to Admini-
strative Rule 16B-23.05(3), has by the above statements established the
need for the above-described activities and services, and that the State
of Florida through the Department of Natural Resources is hereby requested
to give final approval to budgeted funds and enter into a contractual
agreement with the City of Delray Beach, Florida, for disbursement of said
funds.
