A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY
BEACH, FLORIDA, AUTHORIZING THE SUBMITTAL OF AN
APPLICATION TO THE STATE OF FLORIDA DEPARTMENT OF NATURAL
RESOURCES REQUESTING AND SETTING FORTH THE NEED FOR FUNDS
IN REGARD TO: MONITORING THE BEACH EROSION CONTROL
PROJECT, CONDUCTING OFFSHORE SAND SEARCH, ALTERNATE SAND
SOURCE INVESTIGATION, COASTAL STRUCTURES STUDIES, AND TO
IMPROVE AND PROTE~T,THE BEACH AREA AND DUNE, WITH
VEGETATION AND OTHER NECESSARY ACTIVITIES, ALL AS MORE
FULLY SET FORTH IN THE APPLICATION.
WHEREAS, the City of Delray Beach is committed to a program of
Coastal Restoration and Preservation; and,
WHEREAS, the City should monitor the beach to provide for adequate
erosion control planning and to meet the Department of Natural Resources
permit requirements; and,
WHEREAS, construction of sand fence and dune revegetation should
take place on the public beach in 1980; and,
WHEREAS, the City desires to monitor after construction in 1980
the effectiveness of the sand fence construction and access improvement
projects; and,
WHEREAS, the City should locate a source of sand for future
maintenance nourishment projects; and,
WHEREAS, the City will evaluate economic feasibility of using
coastal structures for erosion control in lieu of or in conjunction with
beach nourishment; and,
WHEREAS, the City of Delray Beach is in need of substantial
financial assistance in order to effectuate the projects set forth above
and more fully described in the attached application that the Administration
or its designated representative is authorized to submit the attached
application to the State of Florida Department of Natural Resources
demonstrating a need for and requesting financial assistance in regard to
the projects referred to above being more fully described in the attached
application for fiscal years 1981/1982 and 1982/1983 for the amounts
respectively of $97,500 and $65,000,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DELRAY BEACH, FLORIDA, AS FOLLOWS:
Section 1. That the City of Delray Beach has by the above state-
ments established the need for the above-described activities and services
and the State of Florida through the Department of Natural Resources, is
hereby requested to appropriate $97,500 for fiscal year 1981/1982 and
$65,000 for fiscal year 1982/1983.

Project Description
In 1973 the City of Delray Beach initiated a 50 year program of
coastal restoration and preservation. Initial restoration of Delray
Beach in 1973 provided 1.6 million cubic yards of material over 2.7
miles from an offshore borrow area. An additional 700,000 cubic
yards of reno~rishment sand was placed from the same borrow areas
as the 1978 project (Figure 1). Restoration in the future will
be provided as needed throughout the 50 year project life.
The following are evaluations and studies planned and will Take place
during fiscal years 1981/1982 and 1982/1983 for the coastal restora-
tion and erosion control program at Delray Beach:
A. Beach and Dune Monitoring: Beach, dune and offshore surveys
will be performed each year to establish erosion rates and the scheduling
of the next maintenance restoration. The~effectiveness of revegetation
and access programs will be evaluated, S~nd samples will be taken
and analyzed. The program will meet Department of Natural Resources
requirements for Erosion Control Project Monitoring programs.
B. Sand Search: Detailed probing, bathymetric studies and
subbottom coring will be performed in August 1981 to establish new
borrow areas outside of the present borrow area.
C. Alternate Sand Source Study: A study will be undertaken in
1982 to establish the economic feasibility of utilizing sand sources
other than offshore borrow areas.
D. Coastal Structures Study: In 1981 a study will be performed
to compare physical and economic feasibility of erosion control struc-
tures with that of beach nourishment.
E. Revegetation Program: A number of concepts for further vege-
tation of~he dune~eas are under consideration. The final selection
will be based on dune monitoring results and an evaluation of the City's
needs concerning dune construction and maintenance.
Project Status & Economic Evaluation
The overall objective of the Delray Beach Nourishment Program is to
provide storm protection for private~d public coastal properties and
restore recreation areas. The beach monitoring project will..
provide information vital in planning maintenance nourishment projects
for the future. The continuing revegetation project will stabilize
the dune and provide increased storm protection to upland properties.
The sand search and alternate sand source studies will assure the
availability of nourishment sand throughout the project life and
provide the most economical source of beach nourishment sand. An
analysis of structural methods of erosion control will be made to
determine if beach nourishment is still the most economical method
of maintaining a protective and recreational beach.
A total project B-C ratio was computed prior to the 1978 project and
it was found that benefits of storm protection and recreation outweighed
the costs of maintenance construction by 1.51 to 1.

The City of Delray passed a $2.0 million bond issue in 1972 for the
initial nourishment project. Due to reimbursement by State and Federal
agencies for initial and maintenance projects, the City continues to
have funds available for future projects. Palm Beach County has
agreed to assist in funding of beach maintenance at $80,000. per year.
Following is a summary of Erosion Control Study costs for Fiscal

EnvirOnmetnal Assessment
The Corps of Engineers prepared an Environmental Impact Statement for
the Beach Restoration Project in 1972. This report concluded that no
long term effects to the environment would occur. The addition of
natural vegetation to the dune will further enhance the environment.~
