Res 11-78 RESOLUTION NO. 11-78 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, OPPOSING THE PROPOSED "FLORIDA BUSINESS DEVELOPMENT ACT OF 1978". WHEREAS, the House Committee on Tourism and Economic Development has before it a draft of the "Florida Business Development of 1978"; and, WHEREAS, said Act will have a substantial impact on the present per- mitting and planning activities of local governments, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS: Section 1. That said City Council desires to go on record as oppos- ing said Act because: (a) It transfers the decision making powers related to growth management from the local government to State Administration; (b) It does not guarantee that all potential impacts of proposed developments (such as water, sewer, solid waste disposal, transportation facilities, housing accessability to places of employment and the demand for and additional use of energy) are to be considered along with environmental and natural resource issues in a comprehensive manner; (c) It significantly reduces public access to parti- cipation in the decision making process, since the hearing responsibilities would be transferred to the State and the opportunity and access pro- vided the citizenry would be severely limited. Section 2. That even though the House Committee has agreed to sub- stitute an amended bill to remove the above objections and to allow local governments the right to review the action of the Governor and Cabinet and to repeal their original certification, said City Council desires to go on record and to inform the Legislature of the position of the City of Delray Beach on the original bill. Section 3. That a copy of the Resolution shall be sent to GOVE~qOR REUBEN O'D ASKEW, each member of Palm Beach County's Legislative Delegation and the Treasure Coast Regional Planning Council.
