A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH,
FLORIDA, PETITIONING THE BOARD OF COUNTY COMMISSIONERS OF
PALM BEACH COUNTY, FOR FISCAL YEAR 1978-1979 AND SUBSEQUENT
YEARS, PURSUANT TO SECTION 125.01(6) (a), FLORIDA STATUTES,
TO DEVELOP AND USE AN APPROPRIATE MECHANISM TO FINANCE
SERVICES RENDERED SPECIALLY FOR THE BENEFIT OF THE PROPERTY
OR RESIDENTS IN UNINCORPORATED AREAS AND FINANCED FROM
COUNTY-WIDE REVENUES WHICH MAY BE EITHER BY TAXES, SPECIAL
ASSESSMENTS, OR SERVICE CHARGES LEVIED SOLELY UPON RESIDENTS
OR PROPERTY IN THE UNINCORPORATED AREAS, BY THE ESTABLISH-
MENT OF A MUNICIPAL SERVICE TAXING OR BENEFIT UNIT PURSUANT
TO PARAGRAPH (q) OF SUBSECTION (1) OF SAID SECTION 125.01,
FLORIDA STATUTES, OR BY REMITTING THE IDENTIFIED COST OF
SERVICE PAID BY THE TAXES LEVIED UPON PROPERTY SITUATE
WITHIN THE CITY OF DELRAY BEACH, FLORIDA; AND FOR OTHER
PURPOSES.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DELRAY BEACH, FLORIDA, AS FOLLOWS:
Section 1. That the City Council of the City of Delray Beach does
hereby find and determine that, as to fiscal year 1978-1979, the following
services which are financed from County-wide revenues were and are being
rendered specially for the benefit of property or residents in the un-
incorporated areas of Palm Beach County:
1. Law enforcement rendered through the Sheriff's Road
Patrol including the overhead, communications and
administration related thereto.
2. Erection and maintenance of traffic signs and signals.
3. Erection and maintenance of street identification signs.
4. Operation of the County Planning, Zoning and Building
Department.
5. Construction and maintenance of subdivision street system.
6. Construction and maintenance of the County Road and Bridge
System.
7. Maintenance of shell'rock roads.
8. Installation and maintenance of street lighting systems.
~ 9. Construction and maintenance of storm drainage systems.
10. Administration of solid waste collection systems.
~! 11. Administration of fire control tax districts.
~i 12. Fire prevention code enforcement and fire control.
13. Administration of land development programs.
14. Planning, acquisition, constuction, mm. intenance and
operation of water and sanitary sewer utility systems.
15. General administration for the County Commission including,
but not limited to, the County Commission, County Attorney,
County Administrator, Radio Communications System, and
Finance Office.
16. Rural lot cleaning program.
Section 2. That pursuant to Section 125.01(6) (a) of the Florida
Statutes, the Palm Beach County Commission is hereby requested, as to
fiscal year 1978-1979 and subsequent years, to develop and use an
appropriate mechanism to finance the services identified in Section 1,
which are rendered specially for the benefit of property owners or
residents in the unincorporated areas of Palm Beach County.
Section 3. Alternatively, that pursuant to Section 125.01(6) (a)
of the Florida Statutes, the Palm Beach County Commission is hereby requested,
as to fiscal year 1978-1979 and subsequent years,to remit the identified costs
of services in Section 1 paid by the taxes levied upon the property situate
within the City of Delray Beach.
Section 4. That a copy of this resolution shall be forwarded to the
Board of County Commissioners of Palm Beach County, Florida.

August, 1978.
