Res 86-78 RESOLUTION NO. 86-78
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DELRAY BEACH, FLORIDA, REQUESTING THE STATE
LEGISLATURE TO CHANGE THE SOUTH FLORIDA WATER
MANAGEMENT DISTRICT TO AN ELECTIVE BODY.
WHEREAS, South Florida Water Management District is an appointed
body, covering several counties; and,
WHEREAS, it is necessary to have a lead agency under the "208"
program and since water knows no boundaries, and the source of Palm Beach
County water is from the Kissimee River basin, it is logical that the
South Florida Water Management District be the lead agency for "208" program
because water quality and water quantity management are related problems;
and,
WHEREAS, the lead agency would have to have taxing capabilities
and authorities; and,
WHEREAS, any body with taxing powers should be directly
responsible to the electorate; therefore, the South Florida Water Management
District should be made an elective body,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DELRAY BEACH, FLORIDA, AS FOLLOWS:
Sectional. That this resolution is to request the State Legis-
lature to change the South Florida Water Management District to an elective
body.
Section 2. That a copy of this resolution shall be forwarded
to the Florida League of Cities, the Palm Beach County.Minicipal League,
the Gold Coast League, the Treasure Coast League, and all municipal
governing bodies in Palm Beach County, Florida.
PASSED AND ADOPTED in regular session on this the 23rd day of
October, 1978.
