Res 89-78 RESOLUTION NO. 89-78 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, REQUESTING THAT THE PRESIDENT OF THE UNITED STATES OF AMERICA USE HIS AUTHORITY TO MEET THE CHALLENGE OF HIGHLY CONCENTRATED ILLEGAL DRUG IMPORTATION ACTIVITIES RAMPANT IN THE SOUTH FLORIDA AREA AND TO SEND FORCES NECESSARY TO COPE WITH THIS PROBLEM. WHEREAS, it is recognized that the activities of the drug smugglers are beyond the control of present Federal and Local Law Enforce- ment agencies working in the South Florida area; and, WHEREAS, all of the indications and evidence predict even a greater and accelerating incidence of this type of crime: and, WHEREAS, this is not a "victimless" crime but adversely affects all of the aspects of the well being of our Country's citizens~ and WHEREAS, the Police Departments of the Municipalities of Palm Beach County, Florida, do not have sufficient numbers of officers to cope with this Nationally-oriented criminal activity on a local basis~ and, WHEREAS, Federal and State agencies here expected to combat the illegal drug traffic effectively are woefully understaffed for the task at hand; and, WHEREAS, it is the responsibility of the President and his Branch of Government to enforce the Federal laws of the United States of America; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS: Section 1. That the President of the United States of America be called upon to exercise his authority in the herein mentioned matter and send forces sufficient to halt the flow of illicit drugs into South Florida and apprehend the criminals. Section 2. That the President take this course of action with all due expediency. Section 3. That copies of this Resolution be sent to Senators and Representatives of the State of Florida and they be urged to back the President in this urgent matter. Section 4.
