A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY
BEACH, FLORIDA, SPONSORING A PUBLIC WORKS PROJECT FOR
APPLICATION BY THE CITY OF DELP~A¥ BEACH, FLORIDA,' TO
THE ECONOMIC DEVELOPMENT ADMINISTRATION FOR 100 PERCENT
(100%) GRANT UNDER THE LOCAL PUBLIC WORKS CAPITAL DEVELOP-
MENT AND INVESTMENT PROGRAM.
WHEREAS, the City of Delray Beach, Florida, has an average unem-
ployment rate greater than the National Average; and,
WHEREAS, the City of Delray Beach, Florida, has programmed the
Water Treatment Plant Expansion to support other public and private secto]
commitments for expansion of existing and new economic development ac-
tivities to maximize employment of the labor force; and,
WHEREAS, the City of Delray Beach, Florida, has been unable to
budget this project due to the decline in local tax dollars, unemployment,
slow economic development, and the delay of this needed public works
which has caused further unemployment in both public and private sectors
of the economy; and,
WHEREAS, the City of Delray Beach, Florida, is desirous of a 100
percent (100%) grant from the Economic Development Administration to
assist in carrying out this project for the overall purpose of seeking
to reverse this cycle of nnemployment,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DELRAY BEACH, FLORIDA, AS FOLLOWS:
SECTION 1. That in this regular meeting of City Council, the
City'Manager, J. Eldon Mariott, is hereby designated as the authorized
representative to make application and satisfy all conditions for grant
assistance from the Economic Development Administration with the as-
sistance of Russell & Axon, Engineers-Planners-Architects, Incorporated.
