A RESOLUTION PROVIDING FOR A BOND ELECTION
TO BE HELD ON DECEMBER 3, 1974 TO DETERMINE
WHETHER THE CITY OF DELRAY BEACH SHALL ISSUE
$2,185,000 BONDS FOR THE CONSTRUCTION OF
MUNICIPAL BUILDINGS; AND SHALL ISSUE $780,000
BONDS FOR THE ACQUISITION OF LAND FOR RECREA-.
TIONAL AND OTHER MUNICIPAL PURPOSES; AND
SHALL ISSUE $492,000 BONDS FOR THE CONSTRUCTION
OF A BUILDING WITH AUDITORIUM FOR RECREATIONAL
PURPOSES; AND SHALL ISSUE $600,000 BONDS' FOR
THE CONSTRUCTION OF STREETS AND SIDEWALKS; AND
SHALL ISSUE $172,000 BONDS FOR THE ACQUISITION
OF DOWNTOWN PROPERTY FOR OFF-STREET PARKING
PURPOSES.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DELRAY BEACH, IN PALM BEACH COUNTY, FLORIDA:
Section 1. There is hereby authorized, pursuant to
the applicable statutes of the State of Florida, the
issuance by the City of Delray Beach of the following issues
of general obligation bonds for the following purposes:
1. $2,185,000 bonds for the construction of
municipal buildings, including expansion of the
Police Station; the construction of two new Fire
Stations, with pUmpers and a Drill Tower; expan-
sion of the City Hall Building; and the construc-
tion of a new Public Works Building on City-owned
land; together with any other purposes appurtenant
or incidental thereto.
2. $780,000 bonds for the acquisition of land,
namely, the Barr Property on East Atlantic Avenue,
for recreational or other municipal purposes, to-
gether with any other purposes appurtenant or in-
cidental thereto.
3. $492,000 bonds for the construction of a building
with auditorium for recreational purposes to be
known as the Teen Town Center, together with any
other purposes appurtenant or incidental thereto.
4. $600,000 bonds for construction of streets
and sidewalks, including acquisition of rights-of-way,
traffic control signals and construction of railroad
crossing improvements, and upgrading of streets and
sidewalks, and any other purposes appurtenant or
incidental thereto.
5. $172,000 for the acquisition of downtown property
for off-street parking purposes, and any other
purposes appurtenant or incidental thereto.
All of said issues of bonds shall mature not
later than thirty years after the date of issue thereof,
and shall bear a rate or rates of interest not
exceeding the maximum rate of interest at the time
of the sale of said bonds.
In the event that all of the monies provided
for the purposes stated above for such issues of bonds
shall not be needed for such purposes, such remaining
monies may be used for the cost of any of the other
purposes provided for ~such issues of bonds.
The City shall be unconditionally obligated to
levy ad valorem taxes on all taxable property in said
City for the payment of the principal of and interest
on said bond issues, or any thereof, which are approved

by the legal voters of the City as provided for herein.
Section 2. That the bond issues authorized to
be issued under Section 1 hereof shall not be issued unless
the issuance of said bond issues shall be approved by the
legal voters of the City at the bond election provided
herein.
Section 3. That a bond election shall be held
on the question of whether the issuance of the bond issues
authorized under Section 1 above, or any of them, shall be
approved. Said bond election shall be held on December 3,
1974 at the time and places herein provided.
Section 4. Notice of said bond election shall
be given by publication in the Delray Beach News Journal
, a newspaper published
and circulated in said City of this resolution, together
with an appropriate caption, once in each of four successive
weeks prior to the date of the bond election, the first
publication thereof to be at least thirty days prior to the
bond election.
Section 5. All qualified legal voters residing
in the City shall be entitled to vote in said bond election,
and the polling places shall be open at seven o'clock A.M.
and close at 7:00 o'clock P.M.
Section 6. The places of voting in said bond
election, and the Inspectors and Clerks for said bond

bond election and the form of ballots for said bond election
shall be as follows:
PROPOSAL NO. 1 - $2,185,000 for Municipal Buildings
Shall the City of Delray Beach, Florida, issue
$2,185,000 general obligation bonds, bearing interest at not
exceeding the maximum rate of interest permitted by law,
maturing not later than thirty years after the date of issuance
thereof, payable from unlimited ad valorem taxes, for the pur-
pose of financing the cost of the construction of municipal
buildings in said City, all as more specifically described

later than thirty years after the date of issuance thereof,
payable from unlimited ad valorem taxes, for the purpose of
financing the cost of the construction of an auditorium for
recreational purposes in said City, all as more specifically
described in a resolution adopted by the City Council of said
City on the 28th day of October, 19747

$600,000 general obligation bonds, bearing interest at not
exceeding the maximum rate of'interest permitted by law,
maturing not later than thirty years after the date of
issuance thereof, payable from unlimited ad valorem taxes,
for the purpose of financing the cost of the construction of
streets and sidewalks in said City, all as more specifically
described in a resolution adopted by the City Council of
said City on the 28th day of October , 19747

Shall the City of Delray Beach, Florida, issue
$172,000 general obligation bonds, bearing interest at not
exceeding the maximum rate of interest permitted by law,
maturing not later than thirty years after the date of
issuance thereof, payable from unlimited ad valorem taxes,
for the purpose of financing the cost of the acquisition of
downtown property for off-street parking purposes, all as

Section 8. The form of the ballot for said bond
election for absentee paper ballots shall be in the form
provided in Section 7 above, except that after each Bond
Proposal there shall be inserted the followinq in lieu of
the instructions to voters provided for after each Bond
Proposal in Section 7:

NOTICE OF BOND ELECTION
IN THE CITY OF DELRAY BEACH
on December 3, 1974
NOTICE IS HEREBY GIVEN that a bond election
will be held in the City of Delray, Florida on December 3,
1974, on the question of approval of the issuance of five
issues of bonds aggregating $4,229,000.
The resolution of the City Council of said City
authorizing said election and containing the details as
said five proposed issues is published in full below as
the notice of said bond election.

Section 9. There shall be at least two inspectors and a
clerk for each polling place at said bond election, and the inspectors
and clerks named in Section 6 hereof are hereby appointed to hold sa~d
bond election at the time and places as provided herein.
Section 10. The City Clerk is hereby authorized
and directed to have printed on plain white paper a sufficient
number of the aforesaid ballots and to deliver them to the
appropriate officials for absentee voters and shall also
have printed sample ballots and shall deliver them to the
appropriate officials conducting said bond election, on or
before the date and time for the opening of the polls for
such bond election at said voting places at which voting
machines are to be used, and is further authorized and directed
to make appropriate arrangements with the proper officials of
Palm Beach County for the use of such voting machines at the
polling places specified in Section 6 hereof and to have
printed on plain white paper and delivered in accordance with
law the official ballots for use in such voting machines.
Section 11. The Supervisor of Registration of
the County of Palm Beach is hereby authorized and directed to
make up and certify a list of all qualified electors residing
in said City nnd eliaible to vote in said bond election. A
cert~ified copy of such list shall be furnished to the inspectors and clerks
. of said bond election at the polling places where votes are to be cast in
said bond election and a certified copy of such list shall be fi led and
preserved among the records of the City Council.

Section 12. The Inspectors and Clerks in each
polling place shall make out and sign duplicate returns
of said bond election to the City Council. Said City
Council shall, on December 4, 1974, or as soon thereafter
as practicable, canvass and declare from said returns of
the Inspectors and Clerks of said bond election, the result
of said bond election on the question of the approval or
disapproval of each of said bond proposals~and the issuance
of the bonds authorized thereby, and also a finding as to
the total number of votes cast in said bond election in favor
of the approval of the issuance of the bonds of each of said
bond proposals, and the total number of votes cast in said
bond election against the approval of the issuance of the
bonds of each of said bond propOsals. Only such issue or
issues of bonds which are approved at said bond election
shall be issued.
Section 13. This resolution shall take effect.
