A RESOLUTION DIRECTED TO THE BOARD OF
COMMISSIONERS OF PALM BEACH COUNTY
RESPECTFULLY REQUESTING THE CONTINUANCE
AA/D FUNDING OF THE EXISTING PALM BEACH
COUNTY AREA PLANNING BOARD AND STAFF.
WHEREAS, the Board of County Commissioners reportedly is
considering the elimination of the existing Area Planning Board
Staff as it presently exists; and,
WHEREAS, the Area Planning Board is the agency that handles
the County's municipalities' Federal and State Grant applications,
Road Network Planning, Water Resource Surveys, Regional Sewage
Planning, Statistical Population Reports, Urban Transportation
Studies, Mass Transit Equipment Applications and Park and Recrea-
tional Need Studies~ and,
WHEREAS, the municipalities provide the major share of County
funding for the operation of the Area Planning Board and its staff;
and,
WHEREAS, the City of Delray Beach desires to have its afore-
said applications, studies, reports, planning and statistics
considered and administered by a staff separate and independent of
a County staff that primarily serves the unincorporated area of
Palm Beach County,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF DELRAY BEACH:
Section 1o That the City of Delray Beach hereby respectfully
requests that the Board of Commissioners of Palm Beach County
continue to maintain and fund the existing and separate Area Planning
Board and Staff as presently constituted.
Section 2. That the City Clerk of Delray Beach is hereby
authorized and directed to forward a certified copy of this Resolu-
tion to the Board of Palm Beach County Commissioners and the members
of the Palm Beach County Legislative Delegation.
PASSED AND ADOPTED by the City of Delray Beach, State of
Florida, this 24th day of September , 1973.

Enclosed with this letter is a copy of a resolution adopted
by the "League" at its meeting on September .14, 1973. Hope-
fully, you :,:ill adopt and forward to the Co-n~y Commiss_~oners
a similar and supporting resolution.
This is the first attempt by some of the County Commissioners
to erode the consideration that was g~anted to the Palm Beach
County ~kmicipalities through the thoughtful efforts of the
Palm Beach County Legislative Delegation during the last ses-
sion of the State Legislature. Now that for the first time,
elected municipal officials compose the majority of the Palm
Beach Area Planning Board, some of the County Commissioners
are attempting to reduce their effectiveness and independence
by elimination of this existing and separate ....... +4~ se=Cf
Certainly, the munieipaiiries in this County cannot toierare
or afford the complete control of their applications and plan-
ning by the County Planning, Zoning and Building staff which is
dominated completely by the County Commission and in existence
to serve only the unincorporated areas of the County.
The Palm Beach County ~nieipalities must not allow the eli-
mination of the one planning staff over which they have some
control. Please draft and pass your supporting resolution

during their September budget hearing which will be held
