A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DELRAY BEACH, FLORIDA, REQUESTING
THE STATE OF FLORIDA TO PROVIDE IN ITS
1973-74 FISCAL YEAR BUDGET THE SUM OF
$500,000 TO BE USED AS THE STATE CONTRI-
BUTION TOWARD THE CONSTRUCTION COST OF THE
DELRAY BEACH RESTORATION AND PRESERVATION
PROGRAM.
WHEREAS, virtually the entire cost of beach erosion
control, the acquisition of beach front land, the beach main-
tenance and servicing cost in Delray Beach has heretofore been
borne by the citizens and taxpayers of Delray Beach; and
WHEREAS, the City of Delray Beach has undertaken a
beach restoration and preservation program; and
WHEREAS, the City of Delray Beach has spent in excess
of $1,000,000 in the last six years for beach erosion control
purposes; and
WHEREAS, the City of Delray Beach has purchased an
additional 400 feet of ocean-front property for public bath-
ing beach purposes at a cost of $400,000; and
WHEREAS, the City of Delray Beach spends approximate-
ly $100,000 annually to pay the salaries of life guards and
other expenses necessary for the maintenance and servicing of
a public recreational beach; and
WHEREAS, the beach described in this resolution is
available without restriction or charge to all Palm Beach
County and State of Florida residents and visitors and restora-
tion and preservation of same will cost an estimated $2,000,000;
and
WHEREAS, the voters of Delray Beach, at an election
held on March 14, 1972, approved by a majority of 2,490 to
1,469 the passage of a $2,000,000 general obligation bond issue
to provide funds for the initial financing of the beach restora-
tion and preservation project; and
WHEREAS, it has been and is the City's intention to
design and build the project in conformity with requirements
leading to eligibility for receipt of all eligible Federal and
State matching funds; and
WHEREAS, plans and specifications and other documents
in connection with this project are now being processed by the
State of Florida and Federal Government Agencies.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS:

That the City Council, by unanimous vote, respect-
fully requests the State of Florida to provide in its Budget
for the 1973-74 fiscal year the sum of $500,000 to be used
as the State contribution toward the construction cost of
the Delray Beach beach restoration and preservation program.

Dear Mr. Hodges:
It is respectfully requested that the Governor and Cabinet ap-
prove the request filed by the City of Delray Beach on the
appropriate form provided by the Department of Natural Resources
for consideration on September 12th that the City receive federal
funds in the amount of $1,100,000 and state funds in the amount
of $375,000 in the 1975 fiscal year for the City's beach resto-
ration project.
The City's beach ~estoration program along its badly eroded
2.7-mile shoreline has just been completed at a total project
cost of about $2,200,000 which involved the pumping of approxi-
mately 1,400,000 cubic yards of sand from 3,000 feet offshore
onto the beach.
Total state participation, com~uted to be 50% of the non-federal
participation, is'~estimated to be $550,000. Since the state has
already authorized payment of $175,000 toward its participatory
share, $375,000 is requested from the state in FY1975.
Now that the City's beach restoration job has been completed,
the City requests that reimbursement from the federal and state
governments be made in accordance with established reimbursement
formulae under which the project was undertaken, which was a
meaningful factor~in the City's residents passing a $2,000,000
general obligation bond issue .to finance the project.
