A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DELRAY BEACH, FLORIDA, RELATING
TO FALLOUT SHELTERS.
WHEREAS, there is a continuing possibility of
nuclear war involving the United States and many other
nations possessing the capability of waging such war,
and
WHEREAS, an adequate fallout shelter program would
save the lives of thousands of people in Palm Beach County
from the deadly effects of nuclear radiation, as well as
provide refuge from natural and accidental disasters, and
WHEREAS, there now exists a serious deficit of
public fallout shelter with a protection factor meeting
desired Federal standards, and it is deemed essential
to seek to increase the fallout shelter potential for
the protection of citizens in times of disaster,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DELRAY BEACH, FLORIDA:
To recommend that preliminary drawings for con-
struction or modification of public buildings include
fallout shelter slanting/cost reduction techniques
(available at no cost through the University of Florida)
and that such protected space be provided in new/modi-
fied public buildings to the fullest extent practicable.
PASSED and ADOPTED in regular session on this the
12th day of October, 1970.

Dear Mayor Saunders:
Last January, 1970, the Palm Beach County Community Shelter Planning
Advisory Committee wrote you requesting that serious consideration
be given to incorporating slanting techniques in construction of new
buildings to permit fallout shelter areas, thus protecting the
citizens of your municipality from the killing effects of enemy-
caused radioactive fallout. No reply was requested.
The Committee was assigned the task of assisting Palm Beach County
Civil Defense in planning for the survival of our population in the
event of a nuclear attack upon the United States. As you know,
should such an attack take place, radioactive fallout scattered by
the prevailing winds for probably hundreds of miles from the point
of nuclear weapon detonation could jeopardize the lives of County
citizens.
By a technique known as "Architectural Slanting," protected space
can be provided in new construction at little or no additional cost
and without altering either the appearance or function of a building.
Professional guidance and assistance are available in the initial
planning stage from the Civil Defense Professional Development Serv-
ice, University of Florida, at no cost.
On April 17, 1970, the Board of County Commissioners adopted a
resolution establishing a formal policy of exploiting "Architectural
Slamting" in present and future planning of new public buildings.
The adoption of a similar policy within your municipality will add ~--~"~
the necessary emphasis we need to alleviate this serious shortage of
radioactive fallout protection.

/ tion or statement of policy from the City of Delray Beach as soon
as possible.
For your information,' Step II, "Emergency Information Readiness
Plan," has been completed recently and shows a serious County shortage
of public fallout shelters With protection meeting desired standards~'

Sunday edition of THE PALM BEACH POST-TIMES.
