A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DELRAY BEACH, FLORIDA, REQUESTING
THE PALM BEACH COUNTY COMMISSION TO RECOG-
NIZE THE CRITICAL NEED FOR, AND PROVIDE
CONSTRUCTION OF, THE PROPOSED SOUTH TWELFTH
STREET BRIDGE OVER THE INTRACOASTAL WATERWAY.
WHEREAS, as a result of traffic surveys during the recent tour-
ist season showing up to 1050 cars per hour using the Atlantic Avenue
bridge, which exceeds the original design capacity of the bridge; and
WHEREAS, during the recent tourist season, the Atlantic Avenue
bridge was opened for the passage of boats as many as 8 times per
hour and remained open for a period of 2.36 minutes minimum to a max-
imum of 6.65 minutes; and
WHEREAS, the bridge was not useable by automobiles numerous
times as a result of breakdowns, which breakdowns lasted for a period
of 1 to 4 hours; and
WHEREAS, at times when bridge was not useable, it would take up-
wards of 45 minutes to detour and ~ross the 8th Street bridge; and
WHEREAS, during times when bridge was not useable, prompt and
efficient fire, police, ambulance and other emergency services for the
citizens were not available to the section of Delray Beach lying east
of the Intracoastal Waterway; and
WHEREAS, during the period of January, 1968, through March, 1969,
a fifteen-month period, building permits have been issued, and Site
Plan approval given, for the area lying within the City, south of
Atlantic Avenue, and west of the Intracoastal Waterway for 1325 dwell-
ing units, the residents of which will desire to utilize the beach
area; and
WHEREAS, during said fifteen-month period building permits were
issued for the area, east of the Intracoastal Waterway for 705 dwell-
ing units the residents of which will have to cross the Intracoastal
Waterway daily to shop and visit in the central part of the City; and
WHEREAS, Delray Beach is negotiating a sewer contract with the
Town of Highland Beach predicated upon 1200 units being built in the
north end of Highland Beach, of which many are now under construction,
and all of which will need to cross the Intracoastal Waterway; and
WHEREAS, the current year-round population of Delray Beach is
17,941, and during the season is approximately 35,000, not including
new construction;
THEREFORE, be it resolved by the City Council of Delray Beach,
Florida, that:
The County Co~,,issioners of Palm Beach County be advised of
these matters and that the County Commissioners of Palm Beach County
are requested to do everything possible to procure the installation of
the planned 12th Street bridge in Delray Beach so that movement of the
traffic can be facilitated and protection of public can be greatly
enhanced.
