A RESOLUTION OF THE CITY COUNCIL OF T~E
CITY OF DELRAY BEACH,~ PALM BEACH COUNTY,:
STATE OF FLORIDA, CONFIRMING AND ADOPTING
AN OPERATIONAL~ SURVIVAL PLAN FOR THE CITY
OF DEI~AY~ BEACH.
WHEREAS, the political, economic and cultural as-
pirations of the 'world powers are at hostile variance, and
~EAS, the Umited States of America and the
State of Florida have each promulgated laws and plans for
the mobilization of civil forces, conservation of resomrces
and coordination of efforts to protect life _~.d property, and
~E~, the Civil Defense Council of the City of
Delray Beach has proposed an Operational Survival Plato antici-
Pating enemy attack, said plan being dated January 1, 1~2
and is in conformity with the Statutes of the State of Florida
and the National Plan for Civil Defense and Defense Mobiliza-
tion, contemplating the adoption of such plans in all counties
of this State.
NON THEREFORE, Be it Resolved by the City Council
of the City of' Delray Beach, Florida, as follows:
Section 1. The Revised Survival Plan for Palm
Beach County, Florida, 'dated January l, 1~2, be and the
same is hereby comfirmed and adopted as the Operational Sur-
vival Plan for the City of Delray Beach, Florida, except for
those portions thereof which by their wording could have no
application to the City. (A copy of said Plan, identified
by the signature of the Mayor and City Clerk, is attached
hereto and made a part hereof.)
Section 2. That an organizational chart and the
appointments approved at a Special Meeting of this City
Council on the 25th day of October, 1~62, are hereby ratified,
and shall also be attached hereto and made a part of the
said Operational Survival Plan. .. J-.

I. Mission. To provide a rapid and posltlve system of comm-
unications, wif'hln and between ail echelons of Palm Beach County
Clv'il Defense Organizatlon~ and w~th the Deputy State Director
of the Operational Areas and/or the State Civil Defense Director.
2, Function. To Implement the mission by~

5. Control Center. The County Communications Officer, on the
advlce, a~6~ W'Ifh th~"'~'~sistance of the County Civil Defense Council
and Dlrector~ has selected a Iocatlon~ and established a control
center within the county. The Control Center ls located In Bldg.
S-II3~, PBAFB, West Palm Beach~ Florida. Ample Communications
equipment Is avallable, and so arranged as to provlde operating
space and communication facllltles for all of the Civil Emergency
forces, and other designated agenctes that will be housed in the
control center during the period of the emergency. Radio equipment
Is available to provide transmlsslons and reception of the fre-
quency of the county RACES net, and public services radio systems,
sheriff, pollce and fire departments) In the county, and operators
from these systems are available and standing by to proceed to
stations when called upon to do so,
6, RACES. a. The RACES organization Is set up In the offlcial
Clvll Defense Radio Amateur Clvil Emergency. Service plan (RACES)
Issued by the State of Florida, copies of which have been received
by the Palm Beach County Civil Defense RACES Communications Officer.
Conformity wlfh the Florida State RACES plan Is [equired by the
Federal Communications Commission, and the Office Of Civil and De-
fense Moblllzation~ for participation In a warf'lme Civil Defense
emergency and all amateur radio operators must be selected and
approved by the local Civil Defense authorities before they can
take part In a RACES network.
bo The RACES organization maintains a net In Palm Beach County
and will operate under their net control authority, Facilities
are available and locations have been selected for establishing
stations at points within the county to best serve county civil
emergency forces and evacuees from target areas. Between 12 and
20 operators~ with equlpment~ will be available under average con-
ditions to establish moblle statlons where needed. (See Appendlx
No. ~ Standing Operating Procedures for RACES Radio Organization).

EXECUTION AND GENERAL INSTRUCTION
?, Operations, aD The County Civil Defense Communications
Officer shall ~a"lnfain a state of normal ~eadlness In the Control
Center. Normal readiness means that well tratned operating and
technical personnel can be alerted quickly to operate all equip-
m~nt In the Control Center on a 2~=hour schedule, and that comm-
cnte'atlons equipment in the Control Center will be maintained In
operational condition. The County Communications Officer has des-
Ignafed competent technicians to carry on a training program to
re3ch all communications personnel, and develop skills necessary
fo maintain and operate the equipment In their particular flelds,
~-e., wire, radio, and RACESj and to coordinate the wire and radio
sactions to obtain the hlghest possible operating e~flclency.
b, The County Communications Officer has provided each section
officer (wire, radio, and RACES) wlth a standing operating proce-
dure (soP)'.

c, The County Communlcations Officer and each section officer
(wire, radlo and RACES) have prepared and will maintain an accurate
key alerting list for all staff, technical and operating personnel
In their respective sections. These alePting lists will be maln-
talned current at all times.
d. The County Communications Officer Is a full-time staff
member. He has prepared plans for the most effective use of all
radio, telephone and telegraph services In an emergency. Such
plans Include action by each of the above company managements to
closely supervlse the business and residence telephone and tele-
graph facilities of all county Key Civil Emergency Forces and
their designated agencies, to insure, to the extent possible~ un-
Interrupted service to such personnel and agencies during an emer-
gency. To further implement such supervision the management of
the said companies has, or have been furnished wlth, names,
addresses~ telephone numbers (buslness and resldence) of such key
personnel and agencies. These lists will be corrected as changes
occur~ and checked for accuracy at regular Intervals.
e. The standing operating procedure for each communications
section (wire, radio and RACES) provides for action to be taken

8. Supply, The communications service has stocked a reasonable
supply o¥'¥ep~ai'r parts for telephonic and radio equipment. If
additional spare parts are needed, they can be secured through the
county supply officer.
9. Transportation, The Communications Service wilt, to the
extent possible, use-Privately owned vehicles and public service
vehicles. Should additional transportation be needed, It will be
secured by request on the Transportation Servlce.

WIRE COMMUNICATION SECTION
!. ObJectlve. The Wire Communication Servlce Is to provlde~
operate, end'-maintain telephone and telegraph communication chan-
nels to best serve the Palm Beach County Clvll Defense Services,
2. Organization, The Palm Beach County Civil Defense Wire
Communlcatlons'C~'lef~ reports to the Communications Officer, and
has In his organization such Deputy Wlre Communication Chiefs,
Operating Personnel and maintenance personnel as are necessary
to operate and maintain the telephone and telegraph facllltles
contained within and operated from the Palm Beach County Control
Center, (See Appendix ~1, Organization Chart).

Communications Chief, or hls authorized alternate~ wlll alert
his personnel~ and In general, advise them to stand by thelr
telephones and radios and await further Instruction. Certain
qualified personnel will be ordered to report to the Control
Center, or elsewhere~ to check operational readlness of tele-
phone and telegraph equlpment~ and to set up tentative plans
tar establishing telephone and telegraph clrcuits~ on a .priority
basls~ to the State Area Civil Defense Headquarters and~or the

b. Tactica! Warning. When tactical air raid warning Information

will alert all personnel and instruct them to report to the Clvli
Defense Control Center, or to other locations, as directed, All
available channels of telephone and telegraph communlcatlon will
be established to meet the requirements of the Palm Beech County
Defense services throughout the county, All telephone and tele-
graph equipment will be manned by quallfled operators, and cells
will not be subject to Federal Communications Commission priori-
ties until an attack occurs.
c. Emergency W.~r..nln~ or No Warning, If the population of fha
target area Is forced f&"{'~ke cover because of Insufficient time
for evacuation or because of attack without warning, the Palm Beach
County Wire Communications Chief and his forces will be alerted and
instructed to stand by to provide all the communication channels
possible to assist In the rescue operations.
d. Termlnatlon of Warning. When Air Raid Warning ls terminated
the Wire Communications C'~"ief will awalt instructions from hls
communications officer before assigning his personnel to rescue
operations, Such lnstructlons from the Communications Officer will
be specific as to the damage areas where communications are needed,
and will emphasize the Importance of keeping In contact with radlo-
logical teams who will be operating In Palm Beach County, and, fo
the extent possible, in the damaged areas. All wire communications
will be governed at all times by the results of radlological monl-'
toting, to avoid dangerous exposure to radio-active fallout end
contamination,
STANDING OPERATING PROCEDURE
RADIO COmmUNICATION SECTION
I. Objective The Radio Communications Service Is to coor-
dinate and' oP~t~' the public service, lndustrlal~ and land trans-
portation radio facilities to best serve the Clvll Defense Services
In Palm Beach County. The Radio Communications Service will also
provide for reception of CONELRAD messages wherever required by
the Palm Beach County Civll Defense services.
2. Organization. The Palm Beach County Clvll Defense Radio
Communica'tions Chie~ will report to the communications officer, and
will have In his organization such Deputy Radio Communication
Chiefs, operating personnel~ and malntanance personnel as are
necessary to operate and maintain the radio equipment in the Con-
fro~ Center and elsewhere as required by the County Civil Defense
Services, See Appendix ~1 (Organization Chart).

3, Operatlons. a. The Palm Beach County Civil Defense Radlo
Communications~hief maintains a state of normal readiness in the
Clvtl Defense Control Center. Normal readiness means that tralned
operating and maintenance personnel can be alerted at any time to
operate and maintain radio equipment, and that essential radio
equipment has been provided in the Control Center and elsewhere
as needed to provide radio communications on a 2~-hour daily sche-
dule~ In a Clvil Defense emergency.
b. The Palm Beach County Clvll Defense Radio Communications
Chief will be alerted by hls communication officer when air rald
warning Information Is received. The Radio Communications Chief
has prepared and will maintaln an accurate key alerting list cov-
ering ali personnel In his organization, showing names, addresses,
and telephone numbers (residence and business) with such other
Information as may be needed. This list will be checked at regular
Intervals for accuracy.
c. The Palm Beach County Clvll Defense Radio Communications
Chief will prepare a record of all commercial radio and television
stations, and of public serviced industrial, and land transporta-
tion radio stations In Palm Beach County, and keep thls record In
the Civil Defense Control Room.
d. The Palm Beach County Civil Defense Radio Communications
Chief shall furnish the operators of all public service, industrial,
and land transportation radio stations in Palm Beach County wlth
a copy of Civil Defense Technical Bulletin T,B. ~-~, dated April
1957, and Supplement ~i, dated August 1957 (wlth revision, If any)
covering In detail the regulations governing the operation of such
radio stations and the transmission of messages during a CONELRAD
alert. Strict compliance with these regulations Is vitat to pub-
llc safety, and the owners of public service, industrial and land
transportation radio stations have been Instructed to take all
necessary steps to make certain that the operating personnel in
their organizations are properly trained to transmit messages in
strict conformity with the regulations as set forth In the above
described Technical Bulletin and Supplement.

STANDING OPERATING PROCEDURES FOR
RACES ORGANIZATION
I. Objec~lye.. The Radlo Amateur Clvll Emergency Services RACES
Plan provides emergency radio communications to all Civil Defense
Servlces In the reception county area~ and emergency radio communi-
cations from the Palm Beech County Civll Defense Director to the
$.0FA Clvll Defense Director and/or the State Civil Defense Director.
R~CES will also provide communlcatlons as requested by the Palm
Beach County Civil Defense Director to other reception counties and,
where possible, into the damage areas.
2. O~ganlzatlon. a, The RACES Organlzatlon is set up In the
official: Civil Defense Radio Amateur Civil Emergency Services Plan
(RACES) Issued by the State of Florida, copies of which have been
recelved by the Palm Beach County Clvil Defense RACES Communlcatlon
Chief. Conformity wlth the Florida State RACES Plan is re.~ulred
by the Federal Communications Commlsslon and Office of civil' an~
Defense Mobilization for perticlpaflon In a wartime Clvll Defense
emergency, and atl amateur radio operators must be selected and
approved by the local Civil Defense authorities before they
participate In the RACES network.
b. The RACES organlzatlon maintains a net In Palm Beach County
and will operate under their "Net Control" authority. Facillties
are available and Ioc~tlons have been selected for establishing
stations at polnts within Palm Beech County to best serve County
Civil Oefense Forces and evacuees from fha target area, Between
!2 and 20 operators-with equipment will be available under average
conditions to establish moblle stations where needed,

(I) It is composed of volunteers.
(2) Some of the equipment used Is privately owned.
(3) It cannot be rigidly controlled during pre-attack
periods,
(~) There is a rapid change In the personnel enrolled In
a given RACES group due to changes of residence and other factors.
(5) Any truly effective RACES organization must be flex-
Ible to allow for those variables.
(6) Persons partlcipatlng in the RACES program are pat-
riotic and Intensely Interested in Civil Defense Communications.
(?) Persons attracted to the Amateur Radio Fleld are
above average intelligencem are resourceful and can rapidly adjust
to changing situations.
b. Employment of RACES personnelm as set forth in this plan,
provides for these characteristics and capitalizes upon the stronger
ones. The key to thelr optimum employment is flexibility.
c. The RACES Radio Officer in Palm Beach County will work
closely with the RACES Radio Officer of SOFA, coordinating the
service in'SOFA and In the Palm Beach County reception areas to
best serve the Clvil Defense Services In both areas, as the target
area Civil Defense services and Its populatlon evacuate Into Palm
Beach County.
d. The Palm Beach County Radio-RACES Communication Chief will
be alerted by his communications officer when attack warning infor-
mation is disseminated. The Radio-RACES Communications Chief has
an accurate Key Alerting list covering all personnel In his organ-
lzation, showing names, addresses, and telephone numbers (residence
and business.), together with such other Information as may b~ ~eded.

or his authorized al,erna,e will alert all RACES Radio operators

all mobile and portable equipment for movement ,o assigned areas
of duty in Palm Beach County.
b. Tac, lcal Warnln~o Upon receipt of tactical warning lnfor-
ma,Ion, ,he Radib-RACES' Communica,ions Chief will notify all RACES
operators, advising them of the sl,uation. The Coun,y Ne, Radio-
RACES offlcer and his assistants will Individually man their moblle
stations and proceed ,o their assigned place of duty In Palm Beach
Coun,y and proceed as follows=
(1) The first operator arriving at bls place of duty will
open the Coun,y Ne, or report into ,he Ne, if i, is already in
operation.

Due to long range propagation conditions existing in the I0
meter band and the resulting Interference problem thus created,
network assignments will be confined to the VHF bands Insofar as
practicable, Where the reservoir of available amateur equipment
In the I0 meter band to Implement a civil defense RACES communi-
cation system exists, advantage should be taken of this condltlon~
but all further plans should be based on use of the VHF channel
allocations.
All frequency assignments must be coordinated through the
respective CDOA RACES Radio Offlcer and the State Communications
Officer before final approval will be given, Deviation from the
allocation pattern wlll only be considered in cases of extreme
necessity, Each CDOA RACES Radio Officer is responsible to the
State Communications Offlcer for the operation of thls allocations

d. The Office of Civil Defense Warning Center will
transmit warning information to the State Civil Defense warning
point at Jacksonville, Floridat over the national warning system.
e, State. The State Civil Defense warning point will
transmit atta~rning information to all state warning stations
which are located in the following cities: Pensacola, Panama City
Tallahassee, Orlandov Tampa~ West Palm Beach and Niiami. The State
CD warning point and all warning stations are manned continuously,
The State Communications Officer has been designated
the State attack warning officer. He may delegate this duty to
one of his principle assistants.
f. The Florida Highway Patrol, Florida Forest Service,
Florida Game and Fresh Water Fish Commission and the State Road
Department have been assigned alerting responsibilities under the
area operational plan in order to back-up notification of county
officials. Each of the above agencies has been designated the'
responsibility of alerting specific county officials. Thls pro-
cedure is provided for In the State Plan for Civil Defense Attack
Warning.
g. County. The County Civil Defense Director has on
his staff an a'~tack warning and alerting officer, who has the
equipment necessary to receive and disseminate attack warning
information and air raid warnings, Such equipment is manned
24-hours dally to insure proper receipt of attack warnings and
the prompt dissemination of such warning, throughout the county.

EXECUTION AND GENERAL INSTRUCTIONS
5. Operations.' a. The Attack Warning Officer has designated the
Main Fire Station of West Palm Beach to receive warning messages
through NAWAS. The Police Department oF West Palm Beach Is equipped
to man the police liaison frequency, 155,37 MC, and will monitor
the Florida Highway Patrol Staflons 2~ hours daily for reception of
attack wernin9 information. There are also adequate telephone
clrcuifs available to the Attack Warning Officer.
b. The Attack Warning Officer has compiled and will maintain a
sfandin9 alerting I!sf for all key county emergency forces showing
name, ft~eir emergency defense rifles, addresses~ ~e[ephone numbers
(business and residence) and/or other means of con~acf and such
other special instructions as may be necessary from time to time.
Key alerting llsfs will be kept current and are to be posted in the
office where alerting information is received, and in such other
locaflons as the County Civil Defense Director may direct.
c. The County Attack Warning Officer has an inventory of all
equlpmenf In the county suitable For disseminating warning informa-
t!on and signalsj such equlpment being~ in generat~ public address
systems, electric megaphones~ fixed Fire Department sirens, school
bells, church bells, locomotive whistles, mobile sirens on Police,
Fire Deparfmsnfs, ambulances, and rescue squad vehicles and in
marine areas, boat whistles.
d. The County Attack Warning Officer under the direction and
wTfh the assistance of the County Civil Defense Director, and other
e:~ergency defense officials, has studied the records of warning
squipmenf and the county warning net, and has determined same fo be
adequate in all respects except In certain jsolatsd areas of the
county where warnings wlil have fo be delivered by vehicles, foot,
etc. The management of the telephone company in the co,Jnfy has
been consultsd and they have furnished the county CivJi Defense
Director with a survey of the capab;lities of telephone service
throughout the county, as welJ as the limitations of such service
for use in mass warning operations. As a result of these studies
and surveys, the Attack Warning Officer has developed s~anding
operating procedures for using all available equipment to:

i) Quickly disseminate to alt areas of the county through
di~fincfTve audible signals, or voice transmission to warn of affack~
o,' possible attack, by hostile forces on own or adjacent county.
(~) Transmlf to the Deputy State Director of SOFA, of

aircraft, or weapons, delivered by any other means by early warning

his cognizance except telephones. The local telephone maintenance

equipment. Additional supplies may be secured through the local
county supply officer.
8. Transportation. Transportation shall be provlded by private
or public veh~c e~tf practicable. Additional transportation can be
secured through the County Transportatlon Service.

(e) The Palm Beach County Blood Sank which
will operate as a part of the Hospital Administration Division,
will seek donors and will dispense blood on physician's order.
(f) Hospital dietetic staff will be responsible
for feeding patients held at hospital or other bed-patient treat-
ment centers, under general supervision of the Welfare Service.
Discharged patients and those treated in first-aid stations and
outpatient clinics will be a Welfare Service responsibility for
feeding and housing.

may warrant on any attack, Its size and Iocation~ nature of
probable or actual destruction and of the need for assistance
to stricken areas or for assistance to evacuees.
c. To acquire a knowledge of the terrain and its
features of Palm Beach County, to aid in Civil Defense Planning
and to assist in forecasting probable results of an attack on
our target area.

ORGANIZATION AND OPERATION

situation, Maps should be available wlth personnel trained In

Immediately upon recelpt of warning the Chief of the Intel-
ligence Service will assemble his staff at Civil Defense Head-
quarters and be prepared to go Into Immediate operation,

the mission will be furnished by the Deputy Director of the
Manpower Servlce division,
When chiefs of other services are contacted they should
be requested to transmit any information of any Intelligence
nature to the Chief of the intelligence Service for proper
disposition,
Any Information received whlch relates to espionage, saba-
toga or treason should be immediately transmitted to the Civil
Defense Director for proper dispositlon, Such information will
be transmitted by the Civil Defense Director to the proper
authoritles In accordance with the National Plan of Civil Defense.
In addition to spot summaries and memoranda of Intelligence
Information~ the Intelligence Service should forward to the
Civil Defense Dlrector and his staff a summary at least twice
daily, This summary should contain weather Information as
forecast by the Weather Bureau~ condltlons of roadss bridges,
underpasses~ overpasses on evacuation routes leading into
Palm Beach County~ any special information dealing with health,
pollce~ welfare or other problems of the Emergency Servlcess

S ITUAT ION AND ASSUI~PT ION
4. The greater portion of Palm Beach County's population of
approximately 245,000 people is located with potential target
areas on its Immediate North and South boundaries, There are no
conventional ctvil defense shelters and few buildings which could
offer substantial protection from anything other than fallout.
Business and Industrial firms and householders are encouraged to
create %ale sheltere areas for personal use and use of employees
against the possibility of attack without warning or of attack
expected within such a short time that evacuation would be im-
practical. With sufficient warning, evacuation is still counted
upon as the best means of saving the most lives.
5. Assumptions a. It must be assumed that tn the event
of attack on ~/est Paim Beach and Palm Beach County, most, If not
al I, media resources would be destroyed. Therefore, ful I use must
be made of public communications media immediately an attack
warning is sounded to transmit survival information.
b. It is also assumed that civil defense volunteers and
the general public will be prepared to participate in the survival
effort to their full abilities.
c. This plan is based on the assumption that actual or
threatened attack warnings will be more or less as follows:
(!) Strategic warning: a period ranging ~rom an
estimated 12 hours to several days. Evacuate non-essential pop-
ulation on voluntary basis.

attack is reported on the way, with an expected arrival time rang-

6. Organization. a. The Emergency Infermatton Service
functions as a divts'ion of the Public Affairs Service. The
Palm Beach County Superintendent of Public instruction Is-deputy
director for Public Affairs. The chlef of the Emergency Informa-
tion Service operates under the general supervision of the deputy
director for public affairs, but under the direct control of
the County Civil Defense Director during an emergency period.
b. Emergency Information Service personnel consists of:
(i) Chief, Emergency Information Service. (To be
appointed by the Civil Defense Council on recommendation of the
Civil Defense Director.)
(2) Public Information and education personnel of
city and county agencies.
(3) Professional advertising agency and newspaper,
radio and television personnel, writers, photographers, speakers,
etc., serving on a voluntary basis.
7. Command and Control. a. The Division director of the
Emergency Information Service will be assigned to duty under direc-
tion of the local Civil Defense Director at the discretion of the
Palm Beach County Civil Defense Council.
b. The emergency Information Service Director will set
up and operate:

(3) Special projects in the general information
field.
c. A roster of sectional chiefs and assistant section
chiefs will be set up and maintained by the Emergency Information
Serv ice Director.

I. ~lsslon. To provide def'enses and protective measures against
the radiation hazards accompanying thermonuclear attack upon Palm
Beach County and nearby areasl to reduce or eliminate the harmful
effects of radiation contamination as a means of assuring the
success of the Palm Beach County Civil Defense Operational Survival
Planj and to assist in the defense against biological and chemical
weapons.
2. Function. a. The principal functions of the Radiologlcal
Defense Servl~e "(RADEF) are to~
(I) Organize and staff RADEF service
(2) Provide radiological famlllarization, orientation,
and training.
(5) Obtain, distribute, and maintain radlologlcal detec-
tion equipment and supptles pecullar fo this service.
(~) Predict, chart, and track radioactive fallout patterns.
(5) Inform Clvil Defense servlces of RADEF situation and
probabilities.
(6) Determine RADEP-safe evacuation routes, assembly
points, transit zones~ and reception areas.

(8) Provide for decontaminating personnel, equlpment,

Dada. Monroe. Pl~e'J'Jas, Hillsborough. Orange. and Brevard Counties
are targetable countlest therefore, fallout may be expected to reach
Palm Beach County in two to six hours time,
2. ^Ss~pptipn,s. a. It must be assumed that~
(I) Attack upon targets In the above targetable countles
will be simultaneous.
(2) The prlnciple feature of such attack will be missiles
mounting thermonuclear warheads, although other means of dellvery,
such as aircraft, naval craft, and clandestine means are strong
possibilities,
(5) Attack could come at any time, with weekends viewed
as the most likely time to catch the country unaware and dispersed
from its normal pursuits.
(2) Wlth the absence of adequate fallout protection for
control centers~ RADEF Stations~ and standard broadcast stations,
If may be necessary for operational personnel as well as the publlc
at large to remain under existing protective cover for days and
possibly weeks until fha hazards of radioactive fallout are reduced
to safe levels by decay. Monitors will be unable to provide the
intelligence for control centers to dlssemlnate to the people of
Palm Beach County until days and possibly weeks have elapsed,
(~) Enemy use of chemical and biological warfare would
create additional hazards for detection by RADEF reconnalssance teams.

ORGANIZATION AND DELEGATIONS

SPEC IAL S ITUAT ION
5. Special Situet.!o_n.
a. A number of people will be thrown out of regular
employment during a civil defense emergency period. At the
same time, critical need will exist for able-bodied men and
women to perform tasks with Civil Defense Operating Services
in a wide variety of skil.is and training.
b. The ~ianpower Service will assemble such people in
labor pod i,~ for ass i gnment to c iv i I defense serv ices engaged
in tasks vital to the survival effort.
c. Because of the extreme urgency of these tasks,
able-bodied men and ~'omen, skiJled or unskilledt will be re-
quired to register with the ~;lanpower Service and accept work
assignment for which they are considered to be fitted. Assis-
tance from Welfare Service will be contingent upon such regis-
tration. Young men and women from age 16 to 21 will be assigned
tasks in keeping with restrictions placed upon such employment
by State and Federal hgencies as interpreted by the State Em-
ployment Service in Standing Operating Procedures covering
civil defense emergency employment.

4. O..r~.qan, ization., ,
a. The Director of the Palm Beach County Office of
the Florida State Employment Service is the Deputy Director of
the Palm Beach County Civil Defense I,,"tanpower :Service, end
serves as staff member to the Palm Beach County Civil Defense
O i rector.
b. The Deputy Director for the ~ianpower Service shall
appoint his assistant deputy director.
c. He shall have the authority to name a Civil Defense
Manpower Advisory Committee to r~,ake recommendations to the
Palm Beach County Civ~l Defense Director regarding use of man-
power in a civil defense emergency situation. This committee
shall consist of members from public and private employment
services and agencies, personnel officers representing busi-
ness and Industry, etc.
d. The Deputy Director of the ~anpower Service shall
write, or cause to be writtent 3tandinej Operating Procedures
detailing operations of the i~,tanpower Service, subject to approv-
al of the Palm Beech County Civil Defense Council.

operational efficiency.
7. Action Phases.
a. During a proclaimed civil defense emergency period
when attack is probable~ reported en route or occurring with
little or no warning· the following actions will be ordered:
(I) Strate.~ic Warni
(a) When Stategic Warning is sounded~ the
Palm Beach County Civil Defense Deputy Director for the [~ianpower
Service will report to Flain Control Center· alert staff and key
personnel from previously prepared alerting lists and order
them to duty stations on a stand-by basis awaiting further
orders and instructions.
(b) District iqanpower Service Directors will
pass the stand-by order downward through their organizations.
(c) Staff and District leaders will establish
liaison.
(2) Tactical Warninq. Assemble as above or evac-
uate with the general public as the situation demands. The
Deputy Director for lVianpower Service will report to Iviain Con-
trol or Alternate Cohtrol as directed.

(v) Compile manpower situation reports from
district and reception center levels,
(vi) Determine remaining manpower operational

(Vii) Establish priorities to meet manpower
requ i rements.
(viii) Carry out radiologlcai defense measures
to protect personnel,
(Ix) Be prepared to carry out the manpower
mission through the recovery and rehabilitati~n phase of the
emergency until civil defense control is terminated.

!, Purpose, The program outlined below is Intended to
serve as a guide for local action to preserve~ to as great an ex-
tent as posslble~ economic stability in the Immediate post attack
situation. It is designed as an interim program to serve in the
period between the attack and the time that appropriate Federal
and/or State regulations are put into effect.
2, Situation, Palm Beach County possesses certain unique
characterlSt'icS 'which will bear Influence in a post attack situa-
tion, These characteristics should be kept in mind in the design
and Implementation of economic stabilization controls and policies.
Principal among them are:
a, Geographical Iocat' ·
ion. Situated as it is on the
southeastern part o~: the Florida penninsulav the county has the
option of obtaining supplies from the northv south~ and west.
b, Agricultural Activity: The county produces about
$120 million in agricultural products yearly. I~ain items~are
winter vegetables~ citrus fruits~ avacados~ and mangoes. The
agricultural land is well confined in the area in the western
part of the county,
c, There are approximately 28~835 hotel and motel
unitsw and rooms available,

Items at the earliest possible moment in order to reduce consumer
hoarding and the possibility ~or the development oP future black
market activities.
b. To outline procedures for the distribution of potential-
ly scarce items in an equitable manner,

sary price control programs.

Procedures' The procedures discussed below must necessar-
Ily broad in outline. While it would be advantageous to speci-
fy the inventories of items that might be expected to be on hand
at any point tn time and to derive from these inventories estimates _.
o~ the ungency of controls on these itemst such inventories exist
for a very limited number of items. A truly effective plan for
economic stabilization would require detailed knowledge of Inven-
tor|esv consumption requirementst sources of supplyt locations of
inventories~ and distributive channels. Such information is~ at
the moment, largely unavailable. In its absence~ certain aasump=
tions and ~>road estimates are made.
Except in the case o~ some locally produced agricultural
productst it is assumed that all consumption items in wholesale
or retail stock in Palm 8each County at any time are destined for
local consumption and there is no local stock-pti lng for future
export. Stocks would be expected to be greatest in the early
winter and through the tourist season~ the periods of greatest
local consumption demands. With this qualifying assumption~ rough
estimates o~ retailing and wholesaling stocks can be constructed
through the use of standard stock trunover data. The following '-

An Important asset to the establishment of controls over
tentatively scarce Items will be prtor consumer knowledge of and

authorities will~ therefore~ take every opportunity to advise the
publ ic that.'
(I) In an attack situation~ food and gasoline will be
in short supply and that Immediate controls will be placed on their
distribution, Retail and wholesale establishments wlll be closed
for an indefinite period following the attack.
(2) Individual preparation for such shortages can do
much to alleviate pressures in the immediate attack situation.
Such preparation should include'-
(a) Maintenance of two week's supply of canned and
other non-perishable goods at all times,
(b) Maintenance of a minimum of ~ tank of gasoline
in vehicles at all times,
(c) Preparation for electrical failure through
maintenance of a supply of candles and "canned heat~ for cooking _
purposes, Because of local awareness of hurricane conditions,
many households maintain such supplies constantly,
As soon as practical after the initial alert is sounded{ a
general announcement shall be made via all operative mass communi-
cations media. This announcement shall include the directive that
all commercial establishments (except those essential for some
other phase of alert and attack operations) shall be closed. The
close order shall remain in effect until specific reopening direc-
tives are issued,
It is to be expected that enforcement of the close order
will be most difficult in the immediate post-attack period, when con-
sumer anxieties will be highest and enforcement personnel are
urgently needed for evacuation efforts. It shall be the task of
the Palm Beach County Director to assess the availability of

enforcement personnel and the relative importance of the various
tasks with which they are faced. He shall deploy enforcement per-
sonnel to the Director of Economic Stabilization as quickly and In
as great numbers as possible on the basis of his judgement of= needs.
The Director of Economic Stabilization shall then direct
the enforcement personnel placed at his disposal to key posts accord-
lng to a pre-arranged schedule. This schedule should be developed
Immediately and kept up-to-date, It should contain a listing of
ail retail and wholesale food outlets their locations, and the
relative size of their stocks. A similar accounting of gasoline
stations and bulk storage installations should be made. On the
basis of this information, the Director of Economic Stabilization
shall have prepared the schedule by which he can deploy enforcement
personnel to the most important sites and in the numbers needed to
insure comp I i ance w i th the c lose order.
b. Duration of the close order.
It is obvious that the close order must be lifted at the
earl lest possible moment. Consumers will need supplies, there will
be danger of total loss of perishables, if there has been a power
fat lure, and the maintenance of unreal Istic control might do much
to undermine public confidence In the provisional government. At
the same time, premature reopening, without adequate provision
against disorder could have the effect of promoting unrealistic
public hysteria. The degree of public anxiety and the forms in
which it may manifest itself will depend on a host of variables
that cannot be predetermined. It may generally be presumed, how-
ever, that the premature opening of stores would have greater harm
than possible savings of perishable goods would justify.
Nevertheless, every effort shall be made to preserve food-
stuffs by aiding grocers in transporting such geods to warehouses
which have auxiliary power or by aiding in the emergency installa-
tion of such auxi{iary units as may be available.
If pre-attack education has been effective, it is to be
expected that most families will have a supply of food on hand
sufficient to answer their needs for a few days. Nevertheless,
there will be those without supplies as well as families whose
food stores may have been destroyed. Provision must be made for
feeding these.
Two alternatives present themselves - opening the stores
or utilizing restaurant and ~soup kitchens~ in the Immediate post-
attack situation. In the expected scarceness of enforcement per-
sonnel and well organized controls, the latter seems to offer the
better-solution for the one or two days immediately following the
attack. The Economic Stabilization Oirector shell, therefore,

authorize the establishment of outlets for the controlled distribu-
tion of food for on premises consumption, These shall be scattered
over the area in accordance with the geographical distribution and
density of the population. To as great extent as possible~ they
will uti l ize restaurants which are by definition equipped for large
scale feeding. Supplies for these restaurants should be purchased
from neighboring grocery stores and from restaurants not used as
distribution points~ under the supervision of Civil Defense per-
sonnel. Care should be taken to insure that perishables are used
first. Store owners are to be authorized to sell goods only to
Civil Defense personnel showing proper authorization from the
Economic Stabi I ization Director,
On the earliest day practicable after the, attack~ consumer
registration is to be conducted at the normal voting precinct
offices of the County or other designated places, Upon registration,
voters will be given pre-printed cards, bearing official Insignia _,
and authorizing the purchase of groceries. These cards will be
valid for a period of one week, beginning on the day that the cards
are first made available. Cards will specify the dollar volume
of food that may be purchased by each Individual, The value shall
vary in accordance with the age of the person. The Economic
Stabilization Director will set these values Immediately in order
that the cards may be pre-printed,
Procedures shall be set up at the registration places to
insure that no individual receives two cards. This is to be accom-
plished by careful identification of applicants and verification
of dec I ared dependents.
The cards shall be printed in such a way as to al Iow
grocers to punch out the value of foods purchased. Enforcement of
this punching Is imperative.

During the week following the initiation of the card sys-
temt the Economic Stabilization Director shall conduct studies
of the effectiveness of such controls and of the Items which are
becoming critically short in supply, It would be expected that,
under a dollar value purchase program~ the more expensive foods
would be neglected in favor of those that represent greater bulk
in relation to cost. Also, certain staples, particularly milk,
will probably develop in great demand. In the case of milk~ the
ESD shall~ at his discretion, Inltlate the following:
(I) A program to assist local dairymen in restoring pro-
duction to as near normal levels as possible.

(2) Interim-specific controls on the sale .o,f re. ilkt e.g.t
sale of milk only on presentation of the registration cards of
chi ldern under I0 and then only in limited quantities.
Sim liar controls ma,/ be placed on other- items at the
discretion of the ESD,
The problem of the disposal of high value foOdStuffs may
be met by placing price ceilings on these goods in the event that
grocers do not voluntarily reduce the prices (particularly In the
case of perishables) to avoid total toss.
c, Ration lng System.
By the end of the first week, it is anticipated that the
ESD shall have sufficient experience to enable him to formulate
ration values for most Items. He shall not, however~ have had
time to print rationing stamps or to post values in the stores.
Thereforet new cards must be Issued for the second weekt although
additional specific controls~ such as that on mi lk~ may be ~nsti-
tuted.
In the second week~ ration stamps shall be printed and
preparation made for the posting of values, The stamps shall be
distributedv again at voting precinct stations, upon surrender of
the second week's dollar value card. Posting of the point value
of items shall not be done until the morning of the day upon which
the rationing program becomes effective.
d. Maintaining Controls.
The local rationing program must be extremely flexible so
that it may operate properly as an equating factor between supply
and demand. Its a~option must be coupled with an extensive pro-
gram, under the supervision of the ESD~ to secure constant Intel-
I lgence pertaining to available supplies~ new shipmentsv etc,
The rationing program assumes thatr by the third week
following the attack~ some food supplies shall begin reaching the
area. If this assumption proves unrealistic~ it is doubtful that
any program of rationing can be effectiver for suppl les will be
so short as to obviate any control other than direct confiscation
by government and the establishment of a temporary dole system.
Under the assumption of new supplies, however~ it is manda-
tory that all foodstuffs brought into the County be registered
with the ESD together with the name of the outlet to which they are
directed. Constant supervision must be maintained, both as an aid
to determining inventories and rationing values and as an impediment
to potential blackmarket activity which could undermine the program,

The Jocal rationing system shall be maintained intact
until superseding regulations from State or National .governments
are placed in operation.
7. Gasol ina. a. Obtaining control of the supply:
( ! ) The in i t i a I dec i s ion perta in ing to gaso tine sup-
plies'must be made on the basis of Civil Defense orders for evacua-
tion or, contrariwise, for the population to remain in Palm Beach
County.
(2) If evacuation is orderedw gasoline stations must
remain open at the cost, if necessary, of deploying Civil Defense
personnel to man them. Assuming an average tank capacity of 20
gal Ions, it would take about 3 million gal Ions to fill all of the
vehicles in the County. Neverthelessw some gasoline can be assumed _
to exist in the vehicles, two car families would probably leave
one behind, and some service vehicles would be abandoned. There-
forew it seems reasonable to al Iow all persons to fill their tanks
from the supply even though this would seriously deplete stores
in the event of a return to the County.
($) If the population is to remain in the County,
which is the assumption of the previous section of food controls,
the preservation of gasoline for essential uses is mandatory.
The ESD shall undertake to do this via the following procedures:
(a) He shall order all fill lng stations closed
as soon as possible after the first alert.
(b) There shall be no general reopening of these
stations until sources of supply are again in operation.
(c) Enforcement personnel shall exercise strict
surveillance over the stations to guard against infractions.
(d) The ESD shall prepare immediately a list of -
vehicles engaged in essential activities. This list shall Include:
(i) Civil Defense vehicles
(1t) Communications maintenance and repair
veh i c I es
(iii) Electrical repair vehicles
(iv) Ambu Iances
(v) Doctors' vehicles
(vi) Law enforcement vehicles
(e) The ESD shall designate strategically lo-
cated filling stations for use as supply sources immediately after
the attack. The number of such stations shall depend on available
personnel. Each station will be manned by Civil Defense or other
enforcement personnel who shall be responsible for delivering
gasoline to authorized vehicles only,

if) Vehicles~ other than those designated as
above by the ESD~ requiring cjasoline shall be granted such Fuel
only upon showing the essential nature of their use. The deter-
mination of such use shall be left to the Civil Defense or enforce-
ment leader of each respective fill lng station.
(g) As the supply of Fuel at a stat ion becomes
exhausted~ the ESD shall designate an alternate station.
ih) Owners of stations are to be advised of the
use of their stocks and are authorized to charger where possible~
for the cjasollne or to make a del;ailed accounting For later 'payment
of those vehicles drawing on their supplies. Under no circumstances
howeverr Is any authorized vehicle to be denied Fuel because of an
inability to pay For it.
b. Rationing:
No rat ion lng program is to be estab I ished unt i I sources
of supply become operative again. When supply becomes available~
the ESD shall make computations to determine whether there Is
sufficient quantity For vehicles other than those considered es-
sential. Allocation of any excess shall be made, even then~ on
the basis of need. Registration shall again be conducted at voting
precinct stations~ and cards authorizing Fixed amounts of gasoline
with a one week's period and subject to weekly renewal shall be
Issued. Amounts and priorities shall be modified regularly In
consideration of supply and changes in the community~s patterns
of need.
c. Duration=
The local rationing program shall remain effective
until superseding State or Federal controls become operative.
8. Pr Ice Controls.
The E$O shall issue a Freeze order on prices as soon as
possible after the Initial alert. He shall conduct a constant
inspection system to insure compllancer determining appropriate
penalty For violation. Only in the first two weeks after the
attack~ during which time the dollar value cards shall be in use~
shall price modifications be made~ and these only on the directive
of the ESD.
9. Hous.!ncj.
Because of the earlier mentioned supply of tourist units
available~ ne major shortage of housing is Foreseen. However,
where necessary~ the ESD shall have authority to commandeer
available units For the use of homeless persons. Price controls
shall apply to all rental units and to the sale of real estate.
If tourist units are utilized~ a moderate rent schedule may be
established by the ESD.

I0, Monetary Cont~'ols. a, The'degree of disruption in the
money supply and in the functioning of the monetary exchange
system will depend tn the main on two conditions."
(I) The amount of public confidence in the stability
and safety of the currency.
(2) A return to normal or semi-no,.mai economic activ-
ity at the earliest posstble time.
b. While World War II offered some indication of public

reaction to rationl g and price controls~ no such guidellnes exist
in regard to monetary controls which might be necessitated by
temporary breakdown in the community's productive ope~ations.
Therefore, any proposal for monetary stabilization must be extreme-
ly flexible and the on-the-spot judgement of authorities as to the
propriety of given actions must be relied
II. Tentative Acttons.
It ts expected that an early reaction of the public in
the Immediate post-attack period would be an attempt to withdraw
funds from banks and other savings institutions. Since the demands
of all depositors could not posslb!y be met~ an hysteria occasioned
by the fear of less would probably result and~ in turn~ would lead
to outbreaks of theft~ vandal ism and general lawlessness.
Therefore~ a closing of all financial institutions during
and after the attack Is warranted. This ctosing should be coupled
with a general announcement by the ESD al~atlng that savings are
being held Intact~ that cash and coinage are belng honored~ and
that a return to the check system is contemplated at as early a
date as poss lb I e.
