A Regular Meeting of the City Commission of the City of Delray
Beach was he].d in the Commission Chambers at 7:30 P. M., with Mayor
Yargates in the Chair, City Manager W. E. Lawson Jr., City Attorney
John ti. Adams and the following Commission Members attending: W.J.
Snow, Catherine E. Strong, Empty J. Barrow and Howard Lee Cromer, a
full Commission being present.
Commissioner Strong moved that Minutes of the March 12th and
21st Meetings be approved as written. Motion seconded by Commissioner
Snow and unanimously carried.
Commissioner Strong then moved for acceptance of the City Mana-
ger's recommendation and authorized appointment of Gross & Schmid for
preparation of plans and ultimate supervision for the proposed Pool
in the western sector of the City. Motion was seconded by Commission-
er Snow and unani~uously ca~ried.
City Manager Lawson referred to the request of the Delray Beach
Boating & Sportsman's Club wherein the Club Members seek the aid of
the City in establishing a Ramp somewhere along the intracoastal water-
way for use by the boating public.
Commissioner Barrow moved that the City Manager consult with the
Boat Club, ascertaining the specific need as to over-all requirements,
and provide for presentation to the Commission, at the next regular
meeting, of cost estimate and recommendation as to most desirable and
suitable location. Motion was seconded by Commissioner Cromer and un-
animously carried.
Commissioner Snow moved for approval of the City Manager's re-
commendation relative to construction of the proposed N. W. 4th Street
extension from Swinton Avenue to N. ~. 4th Avenue and prior to any
action being taken in this regard that specifications clarification
as well as R/W activity by the County and all other factors pertaining
thereto be obtained by the Manager for further consideration concerning
this proposed route westward from Swinton Avenue. Motion was seconded
by Commissioner Barrow and unanimously carried.
Commissioner Cromer moved that the matter concerning the F.E.C.
RR., as reflected in the Resolution submitted by the City Attorney of
St. Augustine, Fla., be tabled for further consideration. Motion was
seconded by Commissioner Strong and unanimously carried.
The Commission then requested the City Attorney to prepare a
Resolution, for submission to the Commission at the next regular meet-
ing, requiring all plans and specifications for construction on Ocean
Blvd., be approved by the Commission for acceptance thereof.
A request for opening and paving S. W. 6th Avenue between German-
town Road (10th Street) and Spofford Street had been received and sup-
ported by a "Petition" signed by owners of 62.5% of the abutting pro-
perty.
Commissioner Cromer then moved that the City Manager be required
to submit plans, specifications and cost estimate for said improvement
to be made.

A RESOLUTION OF THE CITY OF DELRAY BEACH,
FLORIDA, BEOUIRING PLANS, SPECIFICATIONS
AND ESTIMATE OF COST TO OPEN AND PAVE Tt~T
PART OF S. W. SIXTH AVENUE, LYING BETWEEN
GF~tMANTOWN ROAD (lOth Street) AND SPOFFOHD
STREET.
WHEREAS, the City Commission of the City of Delray Beach, Florida,
deems it to be necessary for the safety and convenience of the public
to cause the opening and paving of that part of S. W. Sixth Avenue
which lies between Germantown Road (lOth Street) and Spofford Street,
to a width of Twenty Two (22) feet, and to assess eighty (80) per cent
of the total cost thereof against the lands abutting thereon, the City
o£ Delray Beach to pay the remaining twenty (20) per cent of said cost

in accordance with policy established by the City Commission at its
regular meeting of June 14th, 1955.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the
City of Delray Beach, Florida, as follows:
SECTION I. The City Manager be required to submit plans,
specifications and an estimate of the cost of such improvement to
be made, and that the same shall be placed on file in the office of
the City Manager.

Motion was seconded by Commissioner Strong and unanimously

Commissioner Snow moved that Ordinance G-234 (Zoning) sched-
uled for second and final reading, due to its length, be identified
and read by Caption and Sectional Classifications. Motion was second-
ed by Commissioner Strong and unanimously carried.
City Manager W. E. Lawson Jr., then read Ordinance G-234 in
conformance with the preceding motion.

THE CITY OF DELRAY BEACH AND ENACTING IN LIEU AND
STEAD THEREOF AN ORDINANCE TO PROMOTE THE HEALTH,
SAFETY, MORALS AND GENERAL WELFARE OF THE INHABIT-
ANTS OF THE CITY OF DELRAY BEACH, FLORIDA: TO FACILI- ~
TATE THE ADEQUATE PROVISION OF TRANSPORTATION, SEWER-
AGE, WATER SCHOOLS, PARKS AND OTHER PUBLIC REQUIBEMENTS,

Commissioner Strong then moved that Ordinance G-234 be adopted
on this second and final reading. Motion was seconded by Commissioner
Snow and unanimously carried.

City Hanager Lawson then presented Bills for Aoproval in the
amount of $49,659.20.
Commissioner Strong moved that said Bills, amounting to $49,659.20,
be paid subject to the approval of the Finance Committee.
Hotion was seconded by Commissioner Barrow and unanimously carried.
City Hanager Lawson presented a "Deviation Request" for rear-yard
set-back on the W 82 ft. of Lot 1, Seaspray Estates.
Con~nissioner Barrow moved that said deviation request be referred
to the Zoning Board, for study and recommendation. Motion was aeconded
by Commissioner Snow and unanimously carried.
The City Manager then presented a Deviation Set-back request on
Lots 21 & 22 in HcGinley-Gosman S/D.
Commissioner Barrow moved that said deviation request be referred
to the Zoning Board for study and recommendation. Hotion was seconded
by Commissioner Snow and unanimously carried.
Commissioner Snow moved to approve and authorize the City Hanager's
attendance at a Short Course to be held in Panama City, by the City Hana-
ger's Association, during the period April 22nd - 25th, 1956.
Hotion was seconded by Commissioner Barrow and unanimously carried.
Commissioner Snow moved that the City amend its original request to
the County Board of Commissioners for Palm Beach Co~mty, and seek trans-
fer to the City of Delray Beach, Flor~ida, the Palm Beach Co~xnty owned
lands bordering on Lake Ida, in Sections 5 and 8, TWpo 46 South, Range
43 East, apgroximating 160 acres°
Commissioner Strong seconded the motion and upon Call of Roll, Com-
missioners Catherine Eo Strong, W. J. Snow, Emory Jo Barrow and Howard
Lee Cromer voted in favor thereof, Hayor Yargates being opposed.
City Hanager Lawson read a request from Hrs. Rlta Nutbrown, who
offered, in behalf of a client, to exchange Block 50, Delray Beach,
for Lot 20 (a 20 acre tract) located in the No W. quarter of Section
20, Twp. 46 South, Rge. 43 East.
Commissioner Snow moved that the City Manager arranged for ap-
praisal of these parcels for evaluation purposes and seek the recom-
mendation of the Planning Board relative thereto. Hotion was seconded
by Commissioner Cromer and unanimously carried.
The City Hanager read a letter from the Golf Committee wherein
said Committee advised of having received a Bid of $2500.00 from the
office of Anderson & Cart, Inc., West Palm Beach, for the appraisal
of the Golf Course and improvements thereon.
The Commission instructed the City Manager to solicit additional
bids for such an appraisal as the above mentioned bid appeared excessive.
City Manager Lawson Jr., then read a letter from Mr. Ro C. Lawson
as representative of the Gladioli Festival Association wherein that
group requested - (1) That the City of Del ray Beach provide an extension
of a two inch water main to the Association's location south of German-
town Road, and (2) The City allow its Fire Department to stand by while
an accumulation of trash, from the clearing of ground, is burned.
The Commission instructed the City Manager to co-operate with the
Association concerming item (2) and to table the Water Hain Extension
request for further consideration.
Rev. Andrew W. Ridley was advised to consult with the City Mana-
ger relative to possible improvement of S. W. 12th Avenue.
