A Special ~eeting of the City Commission was held in the
Commission Chambers at 7:30 P.M., with Mayor Mike Yargates in
the Chair, City Manager W. E. Lawson, Jr., and the following
Commission Members being present, Catherine E. Strong and Emory
J. Barrow.
Att,y Neil MacMillan delivered an opening prayer.
City Manager Lawson informed the Commission that Bids for

Upon the recor-mmendation of both the City ~"4anager and Fire
Chief, Commissioner Barrow moved that award be made to the low
bidder. Motion was seconded by Commissioner Strong and
unanimously carried.
City Manager Lawson brought up for discussion and further
consideration, the matter o~ Car Rental activity within the City
and control of License issuance for such function, and read the
following letter from the Delray Beach ~utomobile Dealers ~ssoc., -
November l~th, 19~6.
Honorable City Commission,
Delray Beach, Florida.
Gentlemen:
It has been brought to our attention that there is a proposal
before the City Council to issue four City U-Drive-It licenses and
close further issuance of licenses.
If this infor~mation is correct, we me~ubers of the Delray
Beach Automobile Dealers Association would like to voice our
objection to such a procedure.

Att,y Neil MacMillan, speaking on behalf of the present operators,
again informed the Commission that it was not the desire nor intent
to deny further operation of U-Drive-lt enterprises, but to take
necessary steps to assure oroper operation, through control, and
to license only as need for such is evidenced and warranted.
Commissioner Strong moved that the City Attorney be instructed
to 0reoare a proposed ordinance concerning licensing of U-Drive-It
ooerations within the City of Delray Beach, for consideration by
the Commission. Moti.~n was seconded by Co.mmissioner Barrow and
unanimously carried.
City Manager Lawson then read a letter from i?~rs. Eileen S. McKean,

Principal of Plumosa Elementary 'School, concerning development
of olaygrounds in this area and especially the employment of a
Recreation Director.

Dear City Commissioners:
In view of the facts that:
The Board of Public Instruction of Palm Beach County, with the
coooeration of the ~lumosa School Parent-Teacher Association,
and the help of many civic and service organizations in the
city, has orovided more than five acres of playground area,
cart of which is developed and equipped with aporopriate
facilities for children's use;
and
The above organizations have definite plans to continue annually
the development of this playground;'
and
The Board of Public Instruction provides trained personnel, and
facilities, including all of the expense, for a summer recreation
program for children in Delray at the Delray Beach and Seacrest
School Centers~
and
The City of Delray has no provision for recreation north of
First Street, an area populated by more than four hundred
children;
and
There is a need for adult suoervision of the safety of
children who can and do use the ?lumosa School playground
after school hours~
and
The City has announced its intention to employ a ~ecreatton
Director, part of whose responsibilities should be to provide
adult supervision for out-of-school directed recreation for
Delray,s children and youth;
Therefore, in behalf ol~ the school staff and the ?lumosa
Parent-Teacher Association, I respectfully request that the
City Commission provide adult personnel to supervise and
direct a recreational program for children on the playground
outside of the building at Plumosa School after school hours
and on Saturdays.
! shall aporeciate an answer, which I may submit to the faculty
and the Parent-Teacher Association; and I shall be happy to
appear before the Commission at its convenience to present
details of the present situation and the need ~'or this request
when and if the Commission desires further information.

The City Manager advised the Commission that applications for
the Hecreation Director have been received and thoroughly checked
over, resulting in narrowing the field down to two or three and
should have a definite recommendation to submit to the Commission
at the next regular meeting.
Commissioner Strong expressed her desire that a l~ecreational
Director be appointed at the earliest possible date.

City Manager Lawson submitted a type of Collection Box ~estgned
for attachment to Parking Meter uprights, which provides a car
owner who has received a "Ticket" for traffic violation relating to
parking the opoortunity of enclosing "Fine Cost" in an envelope,
also furnished in connection with the "Collection Box", and dropping
same in the "Box", thereby avoiding the necessity of having to make
a trip to the Police Station in order to pay the fine.
The City Manager further advised of the satisfactory operation
of this ty~e of Fine Collection now experienced in many Florida
Cities,
Both the City Manager and ?olice Chief Croft favored a try-out
of this procedure and in acceptance of their recommendation,
Commissioner Barrow moved a three (3) month trial period of such
"Fine Collection" procedure. Motion was seconded by Commissioner
Strong and unanimously carried.
Mayor Yargates appealed to the press and radio for publicity
concerning the coming Primary Election and especially the City's
desire for an opinion of the Voters concerning purchase of Beach
property as shown on the Ballot of the Voting Machines.
Commissioner Strong moved for oroviding one(l) minute appeals
over the Radio encouraging Voters to express their opinion relative
to the Beach matter, said Radio plugs to be effected on Friday,
Saturday, Sunday, Monday, and Tuesday, Mr. Jackson Lee of ~BF
to consult with the City Manager for phraseology of broadcast
material. Motion was seconded by Commissioner Barrow and unanimously
carried.
